1) How patrol officers distribute their time during a shift:

BerryDunn suggests that police should spend only 30% of their time responding to calls for service (CFS).

The remaining 70% is split between doing paperwork (30% of time), and "self-directed patrol" (40% of time).

In the expanded self-directed time, police will supposedly build relationships with the community, which will mean that we are doing "Community-Oriented Policing." The hope is that this will make policing less racially biased and more just, but there is no evidence that this distribution of time helps reduce crime or make policing more just.

BerryDunn says that time spent on paperwork tends to mirror time spent on CFS.

Currently, UPD spends just under 40% of their time on CFS and 26% of time on paperwork.

Councilmembers have expressed concern that we are just one vacation away from needing to use a ton more police overtime. How many additional officers do we need to assuage their concerns?

Currently, police are paid for 2080 hours of work each year, but they are not available for 360.71 of those hours (e.g., they are on vacation, injured or sick, in training, etc.).

The BerryDunn report breaks down CFS into 3 types: Crime, Service, and Traffic. Currently, UPD's average response time for Crime and Service CFS is significantly higher than the average response time in other cities.

The BerryDunn report also adds an extra 110160 minutes/year (1836 hours/year) of time to the "obligated workload" calculations, to account for times when officers were doing self-directed patrol (i.e., time that is still accounted for as 40% time) but happened to do work that they believe would have otherwise become a CFS (e.g., noticed a car crash, responded to it, we assume that the police would have otherwise been called).

4) How many calls should be handled outside of the police department?

The math in the BerryDunn report to calculate how many patrol officers we need is based on 2022 CAD data. The table below shows the number of each type of CFS in 2022.

Crime has gone down in Urbana since this data was finalized.

Urbana constituents have asked for a non-police Alternative Response Model that would envision:
- Having other people respond to these types of CFS (e.g., sending a trained mental health professional rather than an officer with a
gun when someone is having a mental health crisis)
- Preventing crime and other situations that result in CFS in the first place (e.g., by addressing issues of poverty)

If we overspend on policing, we will not have money left to fund these other alternative response services. An entry level officer, with no higher education requirement, costs taxpayers ~$100,000 a year in salary and benefits alone. An entry level licensed Social Worker with 4-6 years of education costs ~$55,000.
