14 | Reads & Decisions (30 points): Wasn't given a ton of trust to make big throws late in the game against Auburn, although he was allowed to do so in 2018. Uses his eyes to pull defenders out of throwing lanes and open up opportunities. Game still seems to be predicated on one-read looks and screens, so his mental game will likely need proven during the draft circuit rather than on the field. Doesn't put the ball in danger and risk unnecessary turnovers; willing to throw it away when things get really ugly. Usually breaks structure after second option. Has the guts to make tight window throws when they're available, and doesn't back down if the opening is there. Understands his matchups and takes calculated risks with 1-on-1s. Knows where his guys are going to be and won't hesitate when the opportunities to rip it open up. | Accuracy & Ball Placement (15 points): Accuracy wasn't always displayed statistically in his numbers as an underclassmen, but it can be off-the-charts good at times. Adjusts accordingly for defenders and puts passes where only his guy can get a hand on the ball. Absolutely pinpoint at times in a way that can be downright undefendable for defenses; ball placement is truly special when he's in rhythm. Accuracy does take a dip when he is forced to throw on the run or improvise a lot, but it's still upper echelon for a quarterback prospect. Still learning to work touch rather than throwing fastballs, but he's on a good path so far in that regard. Leads his guys into space and gives them room to pick up yardage after the catch. Timing and anticipation inside of structure pops. Too much variation from game to game; lacks consistency. | Pocket Awareness & Scrambling (15 points): Elite size allows him to stand strong in the pocket and not be knocked off course by the hands of pass-rushers. Good enough mobility to roll out of the pocket and make throws while working to the sideline. Smooth in play-action situations. Needs to be more reliable with reforming his platform once he is pushed off the initial one. Has the necessary juice with his legs to find success as a runner. Long legs allow him to break into a nice stride when he finds open room. Pocket control is still a work in progress. Takes bigger steps than he needs to for opening throwing lanes, and it runs him into trouble. Doesn't back down from a hit even if it comes during his release. Usually able to make the first guy miss when pocket breakthrough occurs. Climbs forward to avoid backside pressure. | Mechanics & Throwing Motion (15 points): Long legs do make the process a bit longer, but he is mechanically refined for a guy with that type of size. Sets his feet properly and angles them to the target prior to the release. Gets the ball out high enough to avoid most traffic at the line of scrimmage; release point isn't a big area of concern. Steps into his throws nicely and transfers his weight without throwing off his process. Release speed doesn't look like it's going to be a fatal flaw for him as a prospect. Occasionally overtorques his arm trying to generate additional velocity on boundary throws, and it causes some issues with ball height. Body control and ability to contort himself is outright stunning for a 6'6" guy with 235 pounds on him. Incredibly natural thrower of the football. Release point can be shifted mildly. | NFL Backup | 4.0 - 4.999

28 | Arm Strength (15 points): More than enough juice on his passes to get them through tight windows. One of the better distance arms in the class when he decides to open up and chuck it deep. Should have no issues in dealing with rough conditions; doesn't have passes deterred much by the elements. Needs his lower body to be set up properly to get great velocity on the ball. Can get it an easy 60+ yards if he gets any time to wind up on the throw. Shouldn't have any throw off limits to him at the next level, regardless of the distance or angle that he'll have to fit the ball. Throws a tight spiral that rarely falters on its path. Arm looked even better on his junior tape. Looked like a once-in-a-decade type of talent against Stanford in 2018. Doesn't have to angle his feet towards the target to put the ball in the area. | Relative Athletic Score (10 points): Phenomenal scores for his size, with a 9.89 for height and 9.47 for weight. Tape checks out with all categories; was expected to run and jump well with modest agility. Meets all of the desired athleticism thresholds that teams will want out of their quarterback. Frame is capable of holding more weight if needed. | Reads & Decisions: 17 points | Accuracy & Ball Placement: 12 points | Pocket Awareness & Scrambling: 11 points | College Statistics

34 | Character & Injury Concerns (10 points - DEDUCT ONLY): Incredibly intelligent. 4.01 GPA biology major. 2019 Campbell Trophy winner. Got flak for being too reserved and not a vocal leader, but has worked to improve that. Missed some time in 2017 due to a broken collarbone. Missed most of his junior season in high school due to a leg injury. Performs well in media interviews. 44 | Justin Herbert didn't have to go far to find the college he'd play for. He grew up in Eugene and played for Sheldon high school, which is an eight minute drive from Autzen Stadium. He received few FBS offers and was lightly recruited, which was largely due to a severe injury that ended his junior campaign at Sheldon after only two games. That didn't matter much for Herbert, who was a lifelong Ducks fan and always wanted to don the green and yellow. It didn't take long for Herbert to make an impact for his childhood team. He became the first true freshman to start since the 80s, and immediately cemented himself as the best option going forward. His standout freshman season didn't garner much national hype, but it was only a matter of time until Herbert's buzz began to build. He didn't take a huge step forward statistically as a sophomore, largely due to missing five games due to a broken collarbone. That didn't stop the hype train though, as Herbert entered his junior season as one of the most intriguing options at quarterback for the 2019 NFL Draft. The late arrivals of Dwayne Haskins and Kyler Murray onto the scene booted Herbert out of his consensus QB1 spot, but he was still considered to be one of the best passers coming out of college. Around November 2018 it seemed like Herbert's status for an early declaration was in jeopardy. Rumors floated around about how badly he wanted to finish his education and get a chance to play with his younger brother, who was coming into Oregon the following year. Those rumors finally came to fruition, as Herbert announced he'd be returning for one more ride in Eugene. Herbert put together another quality year, but the emergence of Joe Burrow and hype of Tua Tagovailoa unseated him from the top quarterback discussion for many in the media. Critics argue that Herbert's lack of big moments and growth from 2018 to 2019 make him a stagnant prospect on a plateau rather than one climbing the slope. He attended the 2020 Reese's Senior Bowl and proved to be the best quarterback on the field throughout the event. With pinpoint throws throughout the week of practice, Herbert made throwing with velocity and consistency look easy. He followed it up with an excellent showing at the NFL Combine, which included some phenomenal testing numbers and field work. Herbert's combination of arm talent, accuracy, and intelligence make him one of the most intriguing quarterback prospects to come out in years. He may not have the national championship trophy that Tagovailoa and Burrow have, but his upside could be as a future top five quarterback in the NFL. At worst he should be a quality starter for a number of years. It's unlikely that Herbert unseats Burrow for the top pick in the draft, but it's unlikely that Herbert ends up sliding out of the top five picks in April. He's a special prospect deserving of the praise he gets.
