How can you tell it’s a modifier? The marginals don't add up to one; if they did this is more likely data gathered.

Since the marginal values are close to 1, it makes sense as a class modifier to keep all classes near 1 so that they are balanced.

I think this is a defense chart, with the left column attacking whoever is on the top row.

This makes sense because Striker getting hit by DK/Witch/Wiz takes reduced damage.
