Off-Grid Solar Resilience and Adaptation Framework

BackgroundThis framework was commissioned by GOGLA, developed by Practical Action and supported by the IKEA Foundation. It is intended as an entry-level framework to help stakeholders in the off-grid solar (OGS) sector, including companies, development organisations, donors and impact investors to better design, measure and communicate the contributions of OGS solutions to climate change resilience and adaptation. It is launched as a beta version and will be reviewed in early 2026. The Framework will then be updated bi-annually to ensure it benefits from the latest knowledge and insights.

Contents The Off-Grid Solar Resilience and Adaptatation Framework has two main components

1. Measurement Resource: a tool that can be used to understand, measure and evaluate the contribution of off-grid solar (OGS) technologies to climate resilience and adaptation
• Use cases:
examples of how the Measurement Resource can be used by different stakeholders in different scenarios
• Impact areas:
an overview of the four impact areas where OGS technologies can contribute to climate resilience and adaptation: critical infrastructure and services; climate-resilient livelihoods; climate information and early warning; and post-disaster response and recovery.
Indicator repositories: for each impact area, relevant measurement indicators have been compiled which are currently used or proposed in the OGS sector or related sectors.

2. Global Dashboard: a set of framing indicators that can be used by GOGLA, other sector bodies and custodians of adaptation monitoring frameworks and indicators to track contributions made by off-grid solar technologies to resilience and adaptation at national or international levels.

Accompanying the framework, there is also Sector Guidance designed to help stakeholders plan, communicate and improve OGS contributions based on best practice in the resilience and adaptation sector.

Sections of the framework can be followed sequentially or accessed separately depending on stakeholders' roles, priorities and level of knowledge and experience when it comes to using OGS technologies intentionally to enhance climate resilience and adaptation.
