Texas Opportunity Counties

1	Youth Voter Opportunity Counties designate Texas counties that have a relatively large population of young adults and a relatively low voter turnout rate for that age group. The intersection of these traits suggests a target-rich environment for voter engagement efforts.		Opportunity Factor is found by adding the young adult population ranking (highest to lowest) and the young voter turnout ranking (lowest to highest). This gives a numeric value that equally balances the two factors that make a county especially promising ground for voting activists.					Notes on data and terminology: "Young voters" here means voters aged 18 to 29. "Young adult" means residents of a county aged 18 to 29 as of 2017, the most recent year for which data were available. Not all young adults will have been eligible to vote, and precise data on how many residents of each county for each age were registered to vote were unavailable.
