6 | Safe Routes to School | The SRTS program, previously within the Transportation Alternatives Set-Aside program, is made permanent within the IIJA, with funding apportioned to each state, with $1 million as the minimum apportionment. Apportionment is based on primary and secondary school enrollment numbers. Projects eligible for the SRTS program include active transportation and complete streets projects and education/enforcement activities that facilitate the enhanced ability of students to walk and bike to school. | ||||||||||||||||||||||||
7 | Carbon Mitigation and Air Quality Improvement Program (CMAQ) | The CMAQ program is a formula program that is funded at roughly $2.5 billion per year nationally within the IIJA. This funding is apportioned to the metropolitan planning organizations (MPOs) to administer. The program focuses on projects aimed at improving air quality, including eligibility for active transportation and complete streets projects. Projects will need to be included in an MPO’s Transportation Improvement Plan (TIP) to be eligible for CMAQ funding. In addition to active transportation investments, micro mobility projects, purchase of medium/heavy-duty ZEVs & related charging equipment are now eligible for CMAQ funding. 8 | RAISE Grants | Projects with a significant local or regional impact that improve transportation infrastructure. $5M - $25M for urbanized areas; 50% of funds reserved for urbanized areas; 80% federal share except areas of persistent poverty or rural areas. 10 | Carbon Reduction Program | Funding for projects to reduce transportation emissions or the development of carbon-reduction strategies. This is a new carve-out from a state’s total apportionment of the federal transportation program, totaling ~2.56%. Of this carve-out, 65% of the program’s funds are to be allocated by population in the state, whereas the remaining 35% is at the discretion of the state to be allocated. 11 | Surface Transportation Block Grant Program | Adds several new projects including: EV charging infrastructure; protective features to enhance resilience wildlife crossing projects. New sub allocations for pop 5K-49K & 50K-200K; requires states to consult with MPOs for urbanized areas 50-200K pop before using certain sub-allocated funds.
