It seems still valid, https://api.specref.org/bibrefs?refs=vocab-dcat points to DCAT 1 metadata but https://www.w3.org/TR/vocab-dcat/ URI points to the newest rec,
we want to keep these two consistent, assuming that published REC are not affected by this, the references materialized once they reach the publications, right?		Perhaps we want to address this once we get to PR, or REC. at that stage we will need to make https://api.specref.org/bibrefs?refs=vocab-dcat pointing to dcat3

The in-progress draft RDF for dcat 3 is available at https://github.com/w3c/dxwg/blob/gh-pages/dcat/rdf/dcat3.ttl
It still needs some tweaks, particularly on translations and creation metadata (see https://github.com/w3c/dxwg/pull/1508), but perhaps you can use it as unofficial in the meanwhile.

The official RDF will be provided as https://www.w3.org/ns/dcat once we get to the subsequent phases of the rec process.		DONE
