At conclusion of Men's elite 7s championship match at Bloodfest, center referee, AR and IGJ had left the playing enclosure and were walking to referee tent. We were confronted by a parent of a Huns player. at first we thought he was congratulating the referee on the match but it quickly became clear that he was being aggressive and sarcastic. After shaking the referees hand he then tapped the referees chest with an open hand and exclaimed, "you can be right proud of that, can't you?" The AR who was closer stepped between referee and parent and asked him to please step back. Parent took exception and grabbed the referees wrist and tossed the arm aside in a very aggressive manner. it was very clear at this point the parent was upset with the match result and wanted to express that frustration towards the match officials. I stepped in and separated the AR form the parent. On no planet is it acceptable to touch another person in the manner that this person did towards the referees. I was told by team officials that this parent has had issues in the past. Again, we know this is a parent but this needs to be on record in case there are future issues.||2017-06-20 14:41:04|

I saw the strike but was obstructed to see where it landed, after consult with my AR #1 who had a better view we decided to issue a red card for striking another player.||5/8/2017 22:54:38||Mr. Moser (CIPP 2134783) was shown a Red Card for Striking Another Player on 5/6/2017 during match play vs. HURT. The TRU DC acknowledges the issuance of the Red Card was within the discretion of the Match Official and therefore triggers an Automatic one (1) match or Eight (8) Day suspension, whichever is longer (i.e. "Auto 8"). Based upon the Match Official’s Report, as well as statements from Mr. Moser and a sideline witness, which all consistently describe the strike as “open handed” and there is no indication that it was targeted and/or to the head, therefore the DC finds that this matter falls at the Lower End of the IRB Appendix 17 for this offense. The TRU DC also takes into consideration the following mitigating factors: 1) Mr. Moser's lack of prior disciplinary history, his contrition; and, 2) Mr. Moser’s and his Club’s acceptance of responsibility in accepting the subsequent suspension without expedited contest/appeal seeking to play in that match. There is not aggravating factors present. Based on all reports, information and application of all factors, the TRU DC determines that the matter warrants a one (1) match/eight (8) day suspension. Since the one (1) match suspension has been satisfied by the May 7, 2017 Playoff Match vs. Shreveport, Mr. Moser is eligible for Match play upon the expiration of eight (8) days following the issuance of the Red Card. Mr. Moser is eligible for Match play on May 15, 2017.|

I talked with Touranment head and felt it was ok just keeping her from playing for rest of day. As i have always been told we do if it is not felt is a higher issue. then later that day there was a game where Round Rock rugby got some player from a thrid team to play againist Alamo Heights againi and the Guy that was coach Rock not Jil that is listedas coach knowing put her back in to play. After game not wanting to make a sense in middle of game i went to the man ( not list as coach for Round rock but was coaching them I heard his name is DR Rock.) To tell him since the team choice to play a her i will be turnning in a Disciplinary report about it. From there Dr Rock became very voiceably abusing to the point i was not willing to talk to him any more. Please get with tournament head , alamo hieghts head coach for their view on what happened as well Thank you.

The 2nd Yellow was for high/dangerous tackle. SARFC submitted video for review by the TRU DC in support of their appeal of the issuance of the 2nd Yellow. The video was enhanced to better show the tackle and the DC reviewed the matter. The DC initially determined the matter to not warrant additional sanction beyond the Automatic 8 days/One Match sanction for the 2 Yellow Card in one Match = Red Card Send off, based solely on the Match Official’s report. After review of the video, as well as taking into consideration Mr. Tahu’s lack of prior disciplinary history, the TRU DC affirms its initial ruling. The video confirms that the Yellow Card was within the discretion of the Match Official, especially in light of the player’s previous Yellow in the same match.|
Mr. Tahu is ineligible for SARFC’s Match on April 29, 2017 and is eligible to return to play after the conclusion of that match, in satisfaction of the automatic send off sanction. No additional sanction is warranted.

Upon Paul's return to the game at 26:30, he did not seem to want to play the game with several incidents of 10.4k and 10.4l, non of which were directly penalized. The arrows captain approached me with complaints of foul play from #8. I had observed some problems, but let the game flow.
at minute 38, With Galveston in possession at a tackle, no ruck, the ref in the pocket behind the ball and tackle, and Arrow #10 in a onside but ahead of the ball position, Paul chose to cross from Left of the tackle to the right and aggressively shoulder charge #10 with no attempt to wrap. #10 was not in possession nor immediately interfering with play. #10 was 5-7 feet away from the tackle and the ball. This was done within 3 feet of the ref.
Paul's move was overly aggressive, not in the spirit of the game, not required, and not legal
|4/22/2017 18:02:43||Mr. Mullen (CIPP 2076518) was issued 2 Yellow Cards in the April 22, 2017 match (Galveston v Arrows) and therefore sent off for the remainder of the match. The first Yellow shown was for stamping/trampling. Although shown Yellow, the Match Official acknowledged it as a discretionary Red Card offense, but determined leniency may resolve the issue and showed Yellow. Upon return, several lesser infractions were also observed, however went without direct penalty. The 2nd Yellow was for playing an opponent without the ball with a shoulder charge. |
Mr. Mullen has received two (2) Yellow Cards (1/28/2017 & 1/21/2017) making the Yellows in this match his third & fourth for the year.
The First yellow is viewed as an Aggravating factor, as is Mr. Mullen’s prior disciplinary history. Based upon the Automatic One (1) match Suspension for the cumulative Yellows in 12 months, as well as the 2 yellows in one Match, it is the decision of the TRU DC that Mr. Mullen is suspended for five (5) weeks/matches. Since Galveston RFC's season is concluded, this suspension will carry forward through into next season and Mr. Mullen will be ineligible for the first five (5) matches of the 2017-18 season. Calculation and satisfaction of this suspension will be determined by the Club Mr. Mullen's registers for the 207-18 season (presumably Galveston RFC).
If Mr. Mullen is a 7s player, he and/or his club must show proof of prior 7s play and request that any Galveston 7s Tournaments be considered towards the suspension and the DC will make a determination, if requested and demonstrated. Since the 2017-18 XVs season has yet to be scheduled, any Club that wishes to play Mr. Mullen, must request clearance from the TRU DC to verify compliance and satisfaction of the sanction, before returning him to play.

While the DC agrees with the report that the “tackle” was indeed late, somewhat high and dangerous, certainly warranting a penalty and in some circumstances may warrant a Yellow and/or Red Card, at the discretion of the Match Official. The TRU DC agrees with the Match Official's assessment in the moment and upon reflection and review and is of the opinion that the Match Official was within reasonable discretion that did not necessarily automatically warrant the issuance of a Red Card. Peter Lewis as AR called it in to Doug Corrigan center ref, but neither could identify the players number. Doug gave a penalty only. I was there with radio equipment and acted as number 4 for replacements and could clearly see it was number 12, Doug gave penalty only without identifying the player penalized. Lonestar video taped the game with a professional crew and the camera man was beside me and must have video evidence of the incident. I asked for that link to be sent my way but have yet to receive it.

It took me some time to choose the law sited on this one. Mr. Taylor of the blacks was given a red card just near the 22nd minute in the first half for "striking" the referee. I did not site law 10.4.A because of the following scenario. After San Marcos scored their 3rd try, Mr. Taylor disagreed with the call so much that he ran up to me and expressed his displeasure vigorously. When I repeated, try given - Mr. Taylor, who had taken the ball from the ground after the score, shoved the ball into my chest. There were several players around me from both teams that saw the incident. I had no choice but to issue a red. At that point Mr. Taylor expressed his displeasure with an added FU! In my opinion this was retaliation from emotions of a big game slipping away. I at no time felt at harm or fear. It was a momentary lapse in his ability to control his emotions. Unfortunate, but still certainly deserving of the red card.
It must be Noted: after the game Mr. Taylor did come over to me and apologize for his actions very sincerely.

It was not conclusive if there was a fist, but there had been contact.|
I called the Black captain and told him that the try would be disallowed and that we would be returning for a penalty to Green, and that Black 19 would be issued a red card for hitting Green 8 on the head.
Black 19 was brought over, and it was explained that he was being issued a red card for hitting Green 8 on the head. Black 19 left the field.
Given this was a youth game I felt it important that the player concerned was aware that this behavior was not appropriate and would not be tolerated. However, I recommend that given the age of the player and the supporting reasons below, now further action is required.
1) Player apologized to me for his conduct after the game and appeared remorseful.
2) As the youth director and coach were at the game they both approached to ask questions about the incident, which I was more than happy to do. This was exceptionally cordial. I outlined the reason for the card, which was accepted by the coach and director. They agreed that it was not acceptable and that players need to accept the referee's decision and move on.
3) Both the coach and the youth director were seen coaching the player on the sidelines after the game about the incident.
4) At this level, and given the lack of clarity on a fist, I would firmly recommend no further action. The player received a short, sharp shock, new he would not be able to return, and left his teammates playing a man down.
Although technically a red card, the was no serious injury to Green. Indeed Green didn't complain. This, combined with the above leads me to recommend no further action is required.
