2. Fares regulation is based on the July ‘All items’ Retail Price Index +1%, except for Southeastern (RPI+3%), London Overground (RPI+2%) and services inthe West Yorkshire PTE area (RPI+3%). The regulatory regime is fixed by the Department for Transport.
