5-OctPlease confirm that March 31, 2024, is the deadline for the external (non-CG) partner contracts. Does this extension apply to both spending and deliverables by external partners? Could you also confirm that this deadline does not apply to CG centers?ClosedDue date for executing all 2023 Commitments including external (non-CG) partner contracts will be March 31st,2024, without extensions. This includes expenses incurred/ booked and deliverables completed as of March 31st 2024.

Annex 3 of the Budget Procedures defines Commitments as “set aside funds”, as approved under the 2023 Plan of Results to be expensed by the 31st of March 2024. These Commitments allow Centers to fulfill binding obligations in support of External Partnership Agreements by establishing eligibility of costs expensed in 2024. As a result, agreed upon work plans can continue until the 31st of March in support of the delivery of the 2023 Plan of Result.

Contracting CG Centers is not allowed under Initiatives and therefore any obligations to CG Centers does not qualify as a 'Commitment' as defined by Annex 3 of the Budget Procedures.

20-OctCould 2024 Funds be allocated to ICRISAT (if yes, how?)ClosedFollowing the confirmation that ICRISAT has signed the Integrated Framework Agreement (IFA), Initiatives can allocate funds to ICRISAT as part of the 2024 Budget. For that, please add the the funds in the “Non-CGIAR partners” budget line under the System Office (SO) Entity, or under the specific Center, if it has already been identified one. During the 2024Q2 Forecast process, the Initiatives will have the opportunity to review and update these allocated amounts. However, due to the tight timelines, we cannot establish separate budget templates, PORB and People Plans for ICRISAT, as required by the budgeting process.

20-OctCan uniform guidance be provided on the types/duration of contracts with partners for initiatives?ClosedProgram Finance and Grants & Contracts are finalizing a matrix, consolidating different scenarios for managing Partner agreements in 2023 and 2024. This will include guidance on contract management and expense recognition. This will be shared by early November, the latest.
