Each column represents the expected competencies and behaviors at each level. In order to move to the next level, one must consistently demonstrate the compentency or behavior. This means that they will build those skills while in the previous role, gaining experience over time, and will progress to the next level after consistent mastery is demonstrated. Each shift right is inclusive of the squares to the left (you don't stop doing something because you've moved right).
