Can a Centre of Excellence be a lead agent in one of the “Transformative Data Collections” or “Institutional role” programs?Yes in program 1, no in program 2

Can this funding stream be used to pay a third party vendor to enhance
their platform (that we use for managing data collections)? We would
opertionalise the new features for our users. I am thinking stream 2 and targeting the sensitive data item
A project would be judged on whether it made a big difference to the FAIRness of sensitive data at your University. We will want to see the impact and contribution your university can make to a data commons through this change - and what other Unis can learn from it. ARDC has no opinion on how an institution gets their work done (ie whether through in house products and developers or through commercial packages and vendors). We won't be assessing that at all.

Under the Proposal section, can we select more than one fundable activity to choose?Yes. An application can address any one or all of the "Areas of Fundable Activity". There is no necessity to address more than one.

Is there a form to capture the required Organisation criteria?No, that would have to be covered in the existing fields in the form.

Are there any restrictions on what funding can be used for and could funding be used to support the archiving and sharing of qualitative research data?Archiving and sharing qualitative research data is not out of scope. We don't have a preference for quantative or qualitative data. It would need to fit into the objectives of one of the programs - eg being part of a transformative collection.

What is needed in terms of letters of institutional support and should these address the organisation related criteria?We have no formal requirement regarding letters of support or formats.

Where is there information on other ARDC investments to address the criteria relating to increasing the coverage of disciplines and organisations as part of an ARDC portfolio investment?This information on past projects is to be found on the ARDC website under projects. Are there examples of past projects funded by ARDC that they see as successful models for type of work they want to produce?See the examples listed above. Please note that these were not usually discovery projects so the models and methods they used may be different to the models you might want to use to achieve your outcomes.

How does a newcomer at an organisation get data about timely completion of previous ANDS-funded projects? Can ARDC help?This information on past projects is to be found on the ARDC website under projects. Regarding timely completion of these projects we suggest you contact those responsible for these projects.

Are there restrictions on what funds can be used for?As a general guideline these are infrastructure projects so funds could not be used to do academic research or attend academic conferences. In general collecting or generating data would not be in scope but making existing data FAIR would be.

there are a very large number of "reusers" if "reuse" means research organisation that will use the workflows we develop in to make their own data more FAIR in many ways. But if "reuse" means that research organisation will take the code from the GitHub repositories and cut and paste bits out for their own different applications – then I am not sure how much of this will happen? Please can you help clarify "reuse" for me.We have not defined reuse strictly in order to allow for a broad interpretation of potential reuse

In the section of the application "Other organisations involved:" Should this list the organisation supporting the study and providing letters of support? As these organisations will also all be involved?Yes

Would you consider 3D digital model and associated information (i.e. metadata, paradata) as heritage data?We have not mentioned heritage data as a requirement.

Can you advise the size of the potential follow on practical program in 2020/21?No, we currently have no information about programs in 2020/21

Will we be able to contribute to both the Data & Services projects and Compute & Storage?Yes, if you are eligible for both you can put in applications for each of the programs.

Surely a big part of most projects will be consultation. Can the travel costs of those consultations be included?Yes, if travel is an inherent part of producing an outcome for the project - say organising a workshop for consultation or consensus building - then that will be an appropriate application of project resources. Travel to attend research conferences would not.

Could developing a framework for hosting and sharing sensitive data on research infrastructure fit in program 1? or does it have to addressed as institutional capability under program 2?It could possibly fit into program 1 if it meant that a commons of such data was able/more able to come into existence. ARDC would be less interested in funding a specific institutional capability in this area, unless the lessons learned could be applied to other institutions. That is, ARDC does not want to fund competitive advantage for one institution.

Can the cost of attending the summit or roundtable be included in the funding?Yes; since this is a deliverable of the project, then travel and accommodation for one person to go to the summit would be an appropriate use of funding for that deliverable.

Regarding 'beyond a single institution', are actual activities beyond an institution required or could be just models with potential to go beyond a single institution to multiple-institutions/community?Significant contributions to and use of a collection beyond a single institution would be an indicator that this is not just a single institution infrastructure. The activities of the proposed project do not necessarily need to take place in multiple institutions, but applicability beyond a single institution is desirable.

Re: Transformative Collections, can you please clarify "data"? Are you referring to raw digital data, or would a library's special collection (that have been digitised for example) be appropriate?We have a broad interpretation of data. Models and algorithms might be important in particular disciplines. Images and sound files may be important in another. We are talking about digital materials for further research or replication of existing research.

Does eligibility for Program 2 extend to multi-university ARC Centres of Excellence?No. To be eligible for the Institutional program you must be a Higher Education institution (specifically Higher Education Support Act 2003 Table A Listed Providers); or one of the following Commonwealth publicly funded research agencies: CSIRO, AIATSIS, AIMS, ANSTO.

Is the funding pool pre-allocated in any way? e.g. between the two programs? between STEM and HASS?There has been no preallocation between disciplines, however we do have a broad aim for discipline coverage in the program. No set rule for fund allocation between the two programs, however our expectation is - collections 65%, institutions 35%, everything else being equal.

Don't worry about this too much in your application. The panel will be in a better position to consider this in their assessment.

how are we supposed to justify budget?You need to provide enough detail so we can see how the money will be spent. We don't need a detailed justification.

(ie what if your project ticks boxes across program 1 and 2?)If the project is eligible under both programs, you can submit applications under both programs. Please note you need to submit separate applications for each program, addressing the question(s) relevant for that program.

Conducting discovery projects, data audits and the like, often need input from people, so what could be the expendables in a transformative collection project like that? Can this funding be used to backfill someone's time from their regular full time role?Staff time is an acceptable expenditure. The time allocated should be comensurate with the outcome.

Can we submit multiple applications for program 1 (TCs)?Yes; however there are criteria that seek to ensure a diversity of institutions and collection types across the portfolio of investments.

Is "desk-based" projects suitable? e.g. scoping studies, literature reviews and so on?The project proposal will be judged on the deliverables rather than the methodology

Is there flexibility on the project completion date? It would be good to use the funding to contract specialist expertise, but timescales for tender / recruitment processes may preclude this.No, these projects are short and lead into the summits in September. Consider limiting the scope of your ambition to a doable phase one.

Q: Program 2 (Institutional Involvement in a Data Commons) is limited to institutions. Why?This program investigates how Australia’s research system can enjoy the research efficiency and integrity dividends of better data arrangements. It also explores the key foundational role that long-lived institutions can play in the persistence of the underpinnings of research and the (inter)national system. Program 1 (Transformational Collections) and other ARDC Discovery Activities are not limited to institutions.

Q: Program 1 (Transformational Collections) includes a selection criteria relating to "impact beyond the research sector". Are we required to refer to the National Science and Research Priorities 2015?No, impact can be indicated by any usage of the collection beyond research (eg education, business, public policy) or by any application of the research from the collection which provides economic, social or environmental impact.
