Regarding item #3 of your request, we have provided data in the form of a range in order to prevent identification of individual lottery winners (Minn. Stat. § 349A.08) and individual SNAP recipients (Minn. Stat. § 13.46). Both are protected as private data under chapter 13 in Minnesota state statute.

Mississippi"MS does not collect such information. We provide SNAP applicants/recipients with notification regarding the receipt of substantial lottery/gambling winnings, noting that the current limit is $4250 for a single-game winning. Any household deemed ineligible due to this policy would remain ineligible until such time as the household's resource limit falls below that amount.
28
The case record of any household that is found ineligible due to the receipt of lottery/gambling winnings would be so documented. There is no special coding in our MAVERICS eligibility system to note such ineligibility, therefore, no records are maintained."

New York"The Office of Temporary and Disability Assistance (OTDA) has no records responsive to your request. OTDA does not maintain a database of SNAP recipients who have won the lottery. Section 4009 of the Agricultural Act of 2014 (The Farm Bill) requires State agencies to establish agreements with gaming entities to identify individuals within the State with substantial winnings who are members of a Supplemental Nutrition Assistance Program (SNAP) household. Specifically, this section requires households in receipt of SNAP with lottery or gambling winnings exceeding $3,500 to lose their benefit eligibility immediately. OTDA made a good faith effort to establish a data exchange with the NYS Gaming Commission and determined that it was not feasible."

TexasThe current regulations regarding substantial lottery winnings, in 7 CFR 273.11(r), require SNAP households be immediately denied upon receipt of substantial lottery winnings (winnings that exceed $4,250 in Fiscal Year 2023). HHSC is currently working to implement the requirements in 7 CFR 273.11(r); however, HHSC receives electronic information about SNAP recipients, which includes the Texas Lottery Commission’s winnings. On a monthly basis, HHSC reviews the information provided by the TLC for SNAP recipients with winnings of $3,000 or more.1918373129351286$761,004.80 $51,116.00 $76,004.80 $500,000.00 $500,000.00

Although the information is provided by TLC, if the household is required to report changes, staff must verify the lottery winnings. Once verified, the winnings are counted as income in the month of receipt. Depending on the winnings, household size and other factors, a household could be determined ineligible for SNAP based on their income. In addition, any remaining lottery winnings are counted as an asset/resource since they are available to the household in the months following receipt. Households with resources exceeding $5,000 are not eligible to continue to receive SNAP benefits.
