Premise and Concept:
56
Welcome to the Incident Action Plan - Toolkit. This is a worksheet based toolkit that can have collaborative editors making simultaneous updates via Google Sheets. As you populate various information in the sheets, it will automatically transfer the relevant information forward to other locations throughout the IAP. This will hopefully help you to build the IAP for your or incident, or as it has been said, "the common departure point toward reality."

Remember, with our dynamic environment, we have to have dynamic tools. Disasters are happening bigger/faster/longer/more complex than they once did. We have to adapt to the problems because the problem won't adapt to us - therefore, we have to be flexible and this tool helps you drive just that. We also have to show up and adapt, because, despite your best efforts, the "problem" doesn't support the plan. A well done IAP gives structure and framework to chaos that you can empower your responders to make the best decisions. Lastly, remember, many of the things we respond to as IMTs or IMT professionals are beyond "hazards", think elections, refugee movements, or other items. By practicing with key tools, like this IAP builder, we can better inject the process and principles into our responses, making them more efficient and effective. Your job as an IMT is to "operationalize good ideas."

This workbook is brought to you by the collaborative work of leaders with The Blue Cell, Praxis Tactical Solutions and other experts in the Incident Command System. The finished product is a compilation of best practiced gathered on many all-hazard and wildland fire incidents across the country for more than a decade. Special thanks to the pioneers in this space with Texas Forestry, NIMS IAP, State of Missouri, USCG, NWCG, FEMA and many others in the Teams that have found creative ways to solve problems and save the day. Also, many thanks to Nancy Masters, Peter Barth, Kelly Stover, Rose Long, other members of RMA CIMT3 ("Black"), the Red Cross SWaRM DRMT, AHIMTA Planning Section Chief committee, NIMO, and other IMT professionals. Set-up Instructions
61
62
63
- Click "File," then "Make a Copy"
64
- Rename and "Save" the new file on your Google Drive Account
65
- Use Start Here tab to populate the basic details of the incident (name, operational period, etc)
66
- Fill out the 203 Assignment List (this auto populates many of the other personnel fields throughout the book)
67
- Fill out 205T-Phone/Email (even if you're not planning on printing it)
68
- Look through the tabs and keep the ones that are useful or that you plan on using - delete the others
69
OR - you can leave the tabs and use the printing instructions below to "temporarily" customize your IAP for print
70
(You can delete by clicking the drop down arrow by each tab name)
71
(You can add additional forms (e.g. 204) by using the same drop down and selecting "Duplicate")
72
- Once you have the forms that you plan on using in a "custom" format, you can start filling out the forms
73
- Modify the sharing permissions (view, comment, edit) and share with your planning team
74
(You can do this at the file or sheet level - e.g. 205 Comm Plan tab could be editable only by COML)
75

Daily Instructions
78
79
80
- Each day, you can follow similar instructions to the above by clicking "File," then "Make a Copy"
81
- This will bring "yesterday's" work forward for modification today while keeping static items (e.g. 205, 206, ish) info
82
- If you have a form from the master (before you deleted out inapplicable tabs), but need them now (e.g. tentative demob), you can open the original that you copied, select the tab you would like to add to your current day, click the drop down (similar to delete/duplicate) and select, "Copy to," then "Existing Sheet" and choose your "Today's" IAP. This will send a copy of the new form to your daily IAP.

Best Practices

91
