ABOUT THIS NC DATABASE

In April 2020, EdNC and Public Impact released “North Carolina District Responses to COVID-19,” an online database tracking how every public school district in North Carolina shifted instruction, student support, and organizational operations in response to spring COVID-19 school closures. In June 2020, researchers updated the database to reflect ongoing changes.

To gain a fuller picture of schools this fall, EdNC and Public Impact joined forces again to document all 115 North Carolina school districts' reopening plans. The database that follows codes district plans across a standard set of indicators, covering instructional policies, learning supports, support for special populations, family resources, and digital access.

Included within this database are the following tabs:
-Definitions — Explanations of each indicator included within the database and how this indicator could be coded.
-Data Summary — A distribution of indicator responses across all 115 NC districts, according to the codebook response.
-Data Analysis — A few takeaways generated by analyzing the data across district characteristics.
-NC Districts Fall Database — The full dataset, which includes the district website, Facebook page, and a short descriptive response for each indicator.
-District Responses — 115 tabs capturing each district's response across the indicators. Sources are included for every piece of information coded.

PROCESS FOR POPULATING THE DATABASE

To populate this database, we looked at publicly posted planning documents, information, and announcements on the district's website and Facebook page. All sources are cited in the individual district tabs.

We did not have access to private online resources or direct communication from the district, so this database and its data should not be interpreted as a collection or representation of all that districts are doing to support students and families. Similarly, we cannot ensure that a district's reported action reflects actual implementation.

We strive to provide information that is accurate, complete, and current, but we acknowledge district plans are changing rapidly. If you have direct knowledge of a school system’s digital learning plans or see information in our database that needs updating, please contact Molly Osborne at mosborne@ednc.org.
