Further down, select which POPI upkeep items are cheapest for your buildings to fulfill the needs to the desired levels. You will be informed when certain needs cause others
to be capped, try to avoid this on your planet. On the right, compare the results of Festival 3 and Education 3 projects. Sometimes which one is better is unexpected!
At the bottom right, see calculated cost per worker and per tier. This may be helpful in setting taxes, depending on your tax philosophy.

Here we calculate the maximum amount of each need that can be provided for the infrastructure on the planet. This helps you decide if you need to make new buildings or not. You can change the active infrastructure level in the green column to simulate building new buildings (or activating buildings that have already been built on the planet)Governors are generally responsible for filling the COGC each week. The COGC amount seems to be based on the base count (not the site count), and always assume at least 5 bases. The number can be slightly off because the base count can change during the week but the value is calculated once at the beginning of the week

Calculate which consumables cost the least to supply a need, and estimate the satisfaction percent and projected true happiness for given upkeep levels. Note this assumes the population won't change, so adjust your estimates accordingly. Satisfaction above 100% might be considered wasted consumables, and you can address that by decreasing the supply of upkeep items, or deactivating infrastructure buildings to reduce consumption of upkeep materials already donated. Check the wiki for how happiness influences growth rates. General rule is aim above 70%. You can provide price overrides on the left.

Be aware that these checkboxes assume the upkeep item was completely filled for the entire week. If it's filled the last day before the report, you won't have the full benefit.
