Jan 2020Updated chronic baseline month as numbers increased signficantly when the commuinty began including individual families members to the BNL

Aug 2021Achieved 10% reduction below chronic baseline. Held at 10% or more below baseline for 19 months with March 2022 the lowest at 26% below

Jan 2023Increase above 10% below baseline threshold due largely to increases in the number of families experiencing chronic homelessness

Sept 2023While it appears there is a return to 10% below baseline, the change in data is primarily due to improvements in the way that data is being recorded. New providers are using HIFIS and move-ins are being recorded in real-time using the Housing History module. Based on these significant changes in data processes, Ottawa will be looking to reset their baseline in Q2 of 2024.

Definitions

Chronic HomelessnessRefers to individuals who are currently experiencing homelessness AND who meet at least 1 of the following criteria:
• they have a total of at least 6 months (180 days) of homelessness over the past year; or
• they have recurrent experiences of homelessness over the past 3 years, with a cumulative duration of at least 18 months (546 days).

Actively HomelessThe total number of people experiencing homelessness at the end of the reporting month. This includes those who have had at least 1 stay in the last 90 days.
