一VPNCOIN权益部署说明
THE DISTRIBUTION OF VPNCOIN

VPNCOIN（以下简称VPN）是BITNET网络的通用货币，POS机制生产，总量10亿，一部分VPN分发给团队、股权投资人、社会公众，大部分VPN作为BITNET网络的资本公积，这是加密货币开始史上的一大创举，也为BITNET的后续开发奠定了坚实的基础。部署详情如下：
• VPNCOIN (hereinafter referred to as VPN) is the currency of the BITNET , POS, with a total volume of 1 billion. Part of the VPN has been distributed to the team, equity investors, the public, most of the VPN will be allocated as the capital reserves of BITNET. The distribution is a great initiative for crypto development, it will lay a solid foundation for the subsequent development of BITNET. Details as follows:

1 6亿个VPN成为BITNET的资本公积，这是BITNET后续开发的雄厚资本，将作为开发、营销、慈善等活动资金妥善使用。任何人无权私自动用资本公积，资本公积的使用须经过股东会审议，同时钱包公开，接受所有人的查询和监督。

600,000,000 VPN turns into the capital reserves of BITNET, the capital reserves will serve as funds for the development, marketing and charity. Nobody has the right to draw upon the capital reserves unless obtain the general meeting of shareholders’ consent, the wallet which holds the capital reserves will be transparent and accepts the inquiry and supervision from all the people.

2. 2亿VPN分成400份进行股份拍卖赠送，拍卖股份为BITNET总股份的5%。400份股权拍卖得主依股份享有BITNET网络开发的表决权、分红权和监督权。所募资金用于支付开发团队报酬和实际发生的其他开发费用，详细财务明细报表于11月10日前公布。

200,000,000 VPN divided into 400 portions for auction, which recruited 5% shares for the BITNET. The auction winner turns into sharehold who shares the rights of voting for the development of BITNET、dividend and supervision. The funds raised through auction will be applied for 1)paying the development team who have developed early version of BITNET and 2)expenses actually occurred. The financial report will be published before November 10th 2014.

3. 为推广VPN和BITNET，有不超过6500万VPN免费发放给社会公众，其中：分发给巴比特论坛注册会员总计3208100，Bitcointalk社区总计32702680，QQ群分发21833700，各种推广分发3473200，总计发放61217680个（截止2014-10-22）

For the promotion of VPN and BITNET, no more than 65,000,000 VPN distributed to the public by free, including: 巴比特forum registered members a total of 3,208,100, Bitcointalk community a total of 32,702,680, QQgroup a total of 21,833,700, various promotion distribution of total 3,473,200, altogether 61,217,680 (by 2014-10-22)

4. 留存1亿VPN作为开发团队的激励资金。开发团队所属4名成员因前期工作需要，已持有此1亿中的5400万个VPN，剩余4600万个VPN在2015年3月15日前不能移动，此4600万个VPN将存放于专门钱包，钱包公开，接受所有人的查询和监督。

100,000,000 VPN retained as incentive fund for development team. For the sake of work, 4 members belongs to development team, has held the 54,000,000 VPN, the remaining 46,000,000 VPN has been frozen before March 15th 2014, the frozen 46,000,000 VPN will be deposited in a specialized wallet which is also transparent and accepts the inquiry and supervision from all the people.

5 如果开发工作卓有成效，币价在2015年6月1日高于200聪，开发团队有权再从资本公积中得到2000万VPN的奖励，分三个月平均支取；币价每增100聪，奖励增加1000万VPN，分三个月平均支取；最多奖励1亿个VPN（即币价到达1000聪以上），分三个月平均支取。2015年6月1日之后的激励计划（包括对团队和一切有利于BITNET发展的行为）将另文发布。
If the team’s work is effective and price of VPN higher than 200 Satosi on June 1st, 2015, the development team has the rights to get 20,000,000 VPN awards from the capital reserves, by average withdrawal in three months; every 100 Satosi price increases, reward increase by 10,000,000 VPN, by average withdrawal in three months; bonus up to 100,000,000 VPN (i.e., the price arrives 1000 Satosi above), by average withdrawal in three months. The incentive plan (for team and all constructive behavior for BITNET) will be separately issued after June 1st, 2015.
6. 不超过38782320个VPN分配给苹果币的持有者，根据2014年XX月XX日12点整的平台苹果币快照分配。
No more than 38,782,320 VPN is assigned to the Applecoin holder, according to Applecoin snapshot on 12 o'clock, XXX, 2014.




二 监管
SUPERVISOIN
1 所有股东均享有监督权利。募股拍卖得主保有币数如低于50万VPN，则失去股东身份。
All shareholders are to have the rights of supervision. The auction winner who retains the number of VPN less than 500,000 , then the loss of shareholder identity.
2 作为开发团队激励资金的4600万个VPN的钱包公开，接受股东监督。
The wallet holds the incentive funds by 46,000,000VPN should be transparent and accepts the supervision from shareholders.
3 作为资本公积的6亿个VPN钱包公开，一切因开发、营销、慈善等行为而支取VPN的行为，必须事先告知此行为负责人、事由、货币转移数量和路径。
The wallet holds capital reserves by 600,000,000VPN should be transparent and accepts the supervision from shareholders. Any withdrawal for sake of development, marketing, and charity must inform the shareholders of the responsible person, the subject, the transfer of money quantity and path.
4 资本公积的使用，在事先公布后遇到争议，将由所有股东（包括开发团队）投票表决，一股东一票，以超过50%的简单多数原则决定表决结果。（特别注明：此表决不是依股权数量统计表决结果，而是依参与表决人数决定，一人一票）
If the use of capital reserves encounters controversy between shareholders and the team,there will be a vote by all shareholders (including the development team members) ,with a simple majority to determine the voting results. (Note: The vote is not in accordance with the number of equity to count voting results, but with the number of shareholders, one person one vote)
