|The Organizing Goals Calculator is a dynamic tool designed to help campaign managers and field directors set meaningful goals for volunteer recruitment and voter contact based on the calculated pathway to victory. It also plots the different stages of an organizing program on a calendar. |
This tool establishes weekly goals to keep the campaign on track. It can also be used to generate weekly progress-to-goal reports.
The Organizing Goals Calculator is meant to be updated periodically throughout the campaign as capacity changes or goals are met, missed, or exceeded.

Navigating Cells in This Workbook
|Blue cells should be edited to fill in assumptions for contact rates, universes, allocation of work on weekly basis.|
|Red blue cells are specific to GOTV goals and can be found only in the Organizing tab. Depending on the number of passes you need to make through your universe during GOTV, change the fields here to indicate the percentage you must get through the universe each day.|
|Grey cells should not be edited. These cells contain formulas to calculate total weekly numeric goals|
Navigating Tabs in This Workbook
|Assumptions||Begin on this tab to set up the rest of the document. Enter in universe size, number of passes, and how much of the work will be done by the campaign's organzing program and how much, if any, will be done by the coordinated campaign or paid field efforts. Note that the spreadsheet asks you to enter information about GOTV recruitment and contact goals; you can change these numbers the closer the campaign gets to Election Day. Cells are currently populated with sample data. Overwrite this when entering your own data.|
|Organizing||This tab shows organizing goals by week for volunteer recruitment, team building, voter registration (if applicable), persuasion voter contact, turnout voter contact, and GOTV.|
In rows 8 and 13, edit the yellow cells to indicate your percent to full organizing capacity. As the campaign hires organizers and recruits team leaders, capacity will increase.
In rows 29, 29, 22, 39, 45, 48, 52 edit the yellow cells to indicate the percentage of work completed that week.
In each section, the Ramp (Cumulative) row will add up weekly percentages, which should be 100%.
In column E, edit the yellow cells to customize the following:
# of Organizers - Number of organizers the campaign plans to have at the end of the campaign
Weekly Call Goal - Volunteer recruitment calls per week
Team Leader Goal - Trained volunteer leaders responsible for recruiting volunteers locally
1:1 Meetings - Meetings to recruit Team Leaders
House Meetings - Meetings to recruit neighborhood team members
Contact Rate - The number of voters contacted for every attempt made. Will vary from phones/ door knocks types of voter contact
Conversion Rate - The number of volunteers recruited for every volunteer recruitment conversation
Flake Rate - People who say yes to volunteer but fail to complete volunteer shift
Attempts Per Shift - Number of calls/doors knocked made during a volunteer shift
New Registrants - The number of people registered to vote who are first-time registrants
Universe Passes - The number of times the campaign calls or knocks every voter in their universe
Default Contact, Conversion, and Flake Rates are loaded into the document based on campaign standards. As your campaign collects data from contacting voters and volunteers, the Field Director or Campaign Manager should update these rates of contact to reflect the conditions in the district.
