1. Any player can be a fill-in, once.
2. Repeat fill-in is playing an unregistered, uninsured player.

4. My suggestion: team loses its points for the game where fill-n appeared 2nd time.
5. Additionally I think it’s reasonable to enforce this after previous delegates meeting 4-Dec where ths issue was raised.
6. So any fill-in making a second or greater appearance from Sat R9 or Sun R7 on-wards will be penalized on a show cause basis.
7. “Show Cause” means write to club secretary saying here are the PlayHQ records fill-in players for this season for your team(s). These players have appeared as a fill in more than one occasion.
Multiple fill-in appearance violate Reg 3.1 (Players must be registered) and are not covered by National Club Risk Protection Program (player Insurance).
Unless you can show cause why you have not attempted to register this player according to PlayHQ procedure then we intend to penalise this team by docking points for the round this player appeared in.

Pls Note that we have voluntarily chosen to disregard multiple fill-in appearance before Saturday R9 and Sunday R7 in the interests of (being nice guys). We DO NOT have to do this.
Pls Note further appearances by unregistered players are limited to first appearance as fill-in. Any previous fill-in on this record who appears without registration will be attract a similar penalty.
Beware any fill-in who has appeared for another club. The penalty will apply regardless of club changes.
Fill-in appearances will not count toward finals eligibility for any player.
