Exceptionally Cleared:
means that we know who committed the violation/offense/crime but for whatever reason, it was determined that no further follow-up was needed by police or other entity.

Administratively Closed:
means that Security does not know who β€œdid it” and the case is closed in that manner. An example is a hit and run. We know by the evidence that one car struck another as reported to us, be we were unable to determine the suspect driver.

Referred to:
means that department is responsible for any follow-up of the case. In the case of the police or fire department, it means they responded and took over the scene upon their arrival. All others do not mean they responded to the scene but it does mean that they will handle any follow-up.
