message from Dja Co-P mapping service:
Some words on what's it all about.
The provided "dictionary" is (semi-)automatically generated from this spreadsheet - ED:HS locations list - 3rd edition, containing settlements types and settlements names (here and later I will refer only to "populated-persistent-non-landable settlements on non-atmospheric landable planets"). Dictionary is intended to provide (in terms of probability) a possible correspondence between a keyword(s) in settlement's name (i.e "Phillips Gateway++", where "Gateway" is the keyword) and settlements hidden(*) "function" (Exploration, Scientific, Military, etc) as the latter described in my sidenotes. In some cases the resulting table can help to predict function of a "unknown" (non-recorded in the locations listing spreadsheet) settlement and as this be aware of what kind of a settlement to expect as the mission destination (or, in some cases, what it cannot be). In other words this table sums up what keywords are so far recorded and were associated with which types and corresponding functions - with some rare but evident correlations. There is also a switch to show results for all settlement's sizes or just a slice for a given size (but in order to use it one require to make a personal copy of this spreadsheet).
This is not in anyway a precise instrument. Also it contains errors/typos inherited from the original list. Beware that even with my database containing more than ~2000 records some keywords are rare and statistics is not good enough. Use this info on your own risk, I can not give any warranties.

(*) hidden functions - years ago once my classification/mapping work has been finished I've tried to find the exact correspondence between my own numbered "settlements types" (L1x, M3x... etc) and FD "design model names" that sometimes - in special cases - have leave some tracks in game netlog files (and yes, also in game's local filenames as it was discovered and no more available). However at that time the exact correspondence has been established.

Examples of usage:
3
1) Evidently "Lab" or "Laboratory" keyword points you to some scientific/hi-tech installation types of a settlement
4
2) also very frequent keyword "Base" points you to nothing - i.e. something absolutely unpredictable
5
3) "Arsenal", "Keep" or "Bastion" so far leads to "Military" types
6
4) important knowledge that Enterprise, Escape, Insheritance, Holdings and so on can be anything else except military base - so you dont risk to enconter an L4H at your jouney
