This spreadsheet is primarily based on the lists of facilities EPA identified in the rulemaking documents at the time the rules were finalized. Links to those lists are available in the table below. The complete list of facilities in these source categories may be longer and other facilities not on these lists may nonetheless seek exemptions. For example, the list of exemptions for coal power plants ("Annex 1") included additional facilities that have now been added.

The facilities identified as having received or requested exemptions are based solely on public information. For some of the facilities, like the HON Rule facilities, trade associations have asked for exemptions. The data sources related to facilities seeking or receiving exemptions are outlined below. The data available about exemptions or from rulemaking records may have since changed or be incomplete and is periodically being updated.

Louisville Public Radio Article, April 29, 2025LPM reached out to coal facilities in Kentucky and two companies, LG&E/KU and Duke Energy, both provided statements saying they had not requested exemptions for their coal facilities in Kentucky. LG&E/KU have four facilities and Duke Energy has one in Kentucky.

"LG&E and KU run coal plants in Mercer, Carroll, Jefferson and Trimble counties. Spokesperson Chris Whelan confirmed they didn’t request an exemption to the MATS rule. She said LG&E/KU “already implemented tighter controls, meaning that we are operating with thinner compliance margins and undertaking more stringent testing protocols.”"

"[A] spokesperson for Duke Energy told KyCIR the utility did not apply for an exemption for its Kentucky coal plant, East Bend Station in Boone County.“After careful consideration of the statutory requirements necessary to seek a presidential exemption, Duke Energy determined that it was in the best interest of our customers not to seek an (exemption),” spokesperson Matt Martin said via email."
