Instructions for the Self-Assessment Tool on the Readiness to Use Administrative Data for Census (SATRAC)

Please read these instructions carefully before answering the survey.

Objective. This questionnaire aims to help you assess how the current statistical capacity in your country facilitates the use of administrative data for producing census data and identify possible improvement actions.

Structure. This questionnaire consists of two sections:
1) For NSO: includes questions for the National Statistical Office (NSO)
2) For admin data holders: includes questions for the other governmental agencies that hold administrative data that can be used for censuses.

Who should complete the questionnaire:
Prior to the workshop, each country team are required to consult within their organizations and complete the questionnaire.

The NSO should complete the first section, and the representative of the other governmental agency participating in the workshop should complete the second section.
Note: If the country team consists of ONLY representatives from the NSO, then the NSO is encouraged to coordinate and gather the responses from one governmental agency whose primary responsibilities are related to establishing and/or maintaining population registers and civil registration and vital statistics

Each question has a drop-down list of alternative answers in column C; you should select one from the list. Then, provide further details in the respective row in column D.

When to complete the questionnaire:
Each country team is required to submit their completed questionnaire at the latest by
12 September 2024.

The following definitions and acronyms apply to all the questions:

National Statistical Office (NSO) is the generic name of the main producer of official statistics in the National Statistical System

National Statistical System (NSS) is composed of the NSO and the other producers of official statistics; consisting of organizational entities of national authorities that develop, produce and disseminate official statistics in accordance with the statistical law.

Administrative Data is data collected by, or on behalf of, national and local authorities (public institutions) for administrative purposes in conformity with legal bases other than the statistical legislation.

Administrative data holders consist of national and local authorities (public institutions) that hold data collected primarily for administrative purposes and may provide their data to the NSO for statistical purposes.

Target population refers to a total population or a specific subset or segment of the total population that is the primary focus of any administrative register.

A register is a systematic collection of unit-level data organized in such a way that updating is possible, where ‘updating’ is the process of adding or changing identifiable information with the purpose of establishing, bringing up to date, correcting or extending the register - that is, keeping track of any changes in the data describing the units and their attributes.

A register will contain information on a complete group of units, referred to as the target population (such as persons, dwellings, buildings or business organisations). Such units are defined by a precise set of rules in order to fulfil the function of the register (for example, in order to identify the resident population in a country), and the attributes are updated in line with changes affecting the units.

Statistical registers are usually created (typically by statisticians) by processing data from administrative registers for statistical purposes in accordance with statistical concepts and definitions. A statistical register could be based on one or more administrative registers. Statistical registers are also referred to as secondary registers.

Population register contains records on all residents in the country, together with their basic demographic information, and updates for births, deaths, changes of marital status, international migration (both into and out of the country), and internal migration (by recording changes of address within the country).

Building and/or dwelling register is usually held by land and property valuation agencies or by local or municipal authorities responsible for the development of housing policies and urban planning. They can provide information on the location of all places where people might live (by distinguishing between wholly residential, partially residential and non-residential buildings) as well as some of the core census housing topics such as ownership, type of housing, whether or not the housing is rented, living area, number of rooms, condition concerning availability of electricity, bathroom, kitchen, and toilet, and year of construction.

Address register includes records on all addresses, by location, and identifies whether the address is used for accommodation, commercial (business) or office purposes. The address register may also include links to the building (such as an apartment building) and/or the dwelling.

Establishment (or business) register usually contains information about business establishments (including their industry, institutional sector, size of workforce, and location), used in census tables.
