The prepared speech is 8-10 minutes long and can be on any constitutional subject student chooses. You will note that the rules say that it should emphasize a citizen’s duty to his government. The other 4 speeches are 3-5 minutes in length and are called Assigned topics. ( do not be fooled these speeches need to be well prepared, also). The Assigned topics this year are the 7th, 10th, 16th and 17th amendments. A random drawing at each contest determines which topic all the contestants use. The purpose of the assigned topic discourse is to test the speaker’s knowledge of the subject, the extent of his or her research, and the ability to discuss the topic as related to the basic principles of government under the Constitution.
