is the fact that most are a slight bit weaker than in Sen III, due to Sen III and IV working like CS1/2, in the sense that Sen III has the initial crafts,

and in Sen IV they are weaker and are upgraded to the Sen III quality, renamed "II" or "true" etc, and have some stronger capabilities.
