This specifications document is comprised of a full set of specifications for which the State of Colorado Department of Personnel and Administration (DPA) requests Offeror responses. Specifications listed in the "OIT Technical Standards" tab are derived from the State of Colorado's Governor's Office of Information Technology. Further detail for these can be found here:

Within the "Other Specifications" tab, specifications are grouped into two separate classifications: Differentiating Specifications and Base Specifications.

1. Differentiating Specifications are associated with the State of Colorado's pain points or areas of uniqueness. These key specifications form the basis of the functional specifications and scenarios.
2. Base Specifications are associated with more standard or "commodity" system functionality, and DPA anticipates that these specifications will be readily met by most solutions. Offeror responses are still requested for these line items.

The "Data Fields" tab is a list of commonly utilized data elements in the State's current system. Offerors are asked to indicate which data elements exist in the proposed solution.

Please respond to each and every specification (even ones that appear redundant) as follows:

1. Indicate your response to each line item with an "X" in the appropriate "One Response per Specification" column, according to the following labels and definitions:

Yes - Out of the Box = Yes, we meet this specification out-of-the-box or with configuration capabilities provided within the software.

Customization = We can meet this specification via customization/extension, i.e., for a SaaS solution, the functionality would be provided by building an extension using platform as a service (PaaS) capabilities provided either by the Offeror or a third party. (If this column is indicated, please provide an indication of High, Medium, or Low development complexity in the "Customization Complexity" column. Costs of all extensions/customizations by process/functional area should also be noted separately in your Pricing Response.)

Future = We can meet this specification with a future release of our software. (If this column is indicated, please provide the version and timing of the release in the "Comments" column.)

3rd Party = We can meet this specification by partnering with another third party solution. (If this column is indicated, please provide the name of the third party product in the "Comments" column. Costs of all 3rd Party products should also be noted separately in your Pricing Response)

No = No, we cannot meet this specification.

2. For each line item, note the name of the module that will handle the required functionality in the "Module/Solution" column, so that the State of CO can align your module pricing to the requirements.

When submitting the final version of this Exhibit C, please submit the response as an Excel Document.
