Looking over the final draft of the MARS/Abrahams Group report, the Six-Town Regional Planning Board - Finances/Transportation/Facilities (STRPB-FTF) Subcommittee noticed that the total "Minimum Required District Contribution" in Chart #46, $11,297,554, did not match the figure in Appendix 11 ("11. 2020 GM PV Combined Region Ch70 Analysis.xlsx") for FY21 ($11,296,261). [This spreadsheet is included as the "from DESE" tab, for reference.]

The consultants were unable to find the source for the figure son Chart #46, and they agreed that the figures in Appendix 11 were correct, so they offered to update the chart. In the end, that update was incomplete, and related errors in charts 47 through 52 were not addressed.

Mike Naughton, chair of the STRPB-FTF subcommittee, undertook to update all the charts. In doing so, along with using Appendix 11, he also used foundation enrollment figures for the six towns found in DESE's preliminary Chapter 70 calculations for FY21 ("https://www.doe.mass.edu/finance/chapter70/fy2021/spreadsheet.xlsm'", as downloaded on 11/6/2020), which are needed to allocate NSS spending above what is required among the various towns. These foundation enrollment figures are slightly different from those used by the consultants, and they have been added to the corrected charts for clarity.
It should be noted that currently GMRSD uses foundation enrollment to allocate assessment Net School Spending amounts above what is required, but PVRSD uses actual enrollment. The revised district for PVRSD calls for using foundation enrollment, and the STRPB-FTF subcommittee agreed on 3/2/2021 to do so for these charts.

The STRPB-FTF voted at a meeting on 3/9/2021 to include these charts as an addendum to the MARS/Abrahams Group report.
