By my account there are over 60 merchants that you can play for random Gwent cards, however there are only a little over 50 cards that are random
rewards from playing merchants. This means you can (and probably will) miss a few merchants due to questing decisions and bugs and still be just fine.

If you missed picking up the cards from the Innkeeper in White Orchard, have a look at this for an alternate way to get those cards.
A quick note on playing merchants... after a bit of playing around with them, it seems that the game randomly selects the "deck" that a given
merchant will play during your playthrough and it may NOT be the same one they were playing, when you played them in a previous playthrough.
Just thought I'd mention it in case anyone was keeping track.
