Otherall quotas to catch fish in any method need to be cut by 50% immediately. the drain on fish stocks has been allowed to be quite too severe and teh stocks are in danger of overexploitation and overfishing.
this agency is too familiar with profiteers in this ffield and is not protecting the general public.

Bluefish 2021 Recreational Specifications
Bluefish migrate across the Atlantic, as well as N/S, and recreational anglers do *not* seriously impact the population.

It is an important recreational fish and recreational limits should be relaxed.

Bluefish 2021 Recreational Specifications
I have been surf fishing Rhode Island since early 1980s. The last few years I,and many of my fellow shore anglers, have caught few blue fish. What ever the cause of the shoreline bluefish decline, be it the crash of herring, over harvesting of adult bunker, action needs to be taken. I recommend more restrictive harvesting of herring and bunker, and reduction of blue fish catch and keep.

I feel the size limit should be reduced as 19 inches isn’t always easy to catch. I get 18 inches all day and it wasn’t long ago when that was legal size in Ct and Ri. The draggers are getting all the fish and too close in shore where us recreational fishermen are trying to get a few too!!!

I would like to see a longer season for Fluke and a size limit that takes into account that most of the harvested fluke are the ones able to reproduce. The fishery should consider a slot allocation similar to the Striped Bass New York State system which prohibits keeping fish over a certain size limit. I would recommend that the board consider allowing fluke 25 inches and above to be kept but only 1 per angler. I would suggest that fisherman be allowed to keep fluke that are between 19-24 inches with a max of 2 per fisherman. I propose that the season be extended one week earlier than it currently opens.

OtherI'm an individual Recreational Fisherman and have to fish from shore, no boat. as a Senior and Vietnam Veteran, I can't afford to pay to go out on a boat. I take my Grandchildren fishing. Please don't take anymore away from us Recreational Fisherman. We spend a lot of money on our Fishing gear. You should not be bending over backwards only to appease the Commercial Guys. they are out there throwing away dead fish they net close to shore while us Recreational Guys from the shore have trouble finding fish. Everyone needs to fish and make a living and enjoy the sport. Don't cut Back on Us Little People any further.
This is my Opinion and maybe it doesn't matter to You.
Ray Ross.

Summer Flounder, Scup, and Black Sea Bass Commercial/Recreational Allocation Amendment
Please consider that I am one of many recreational summer flounder and black sea bass anglers who support local tackle shops and party/charter boats on the New Jersey shore. I am also realistic and believe that everyone should share the resource. The NJ coast supports many bait and tackle businesses party/charter boats and commercial fisherman and women. We the recreational fishing community support and provide an important economic engine for this region. Give us an allotment that will make it worth the expense to continue this wonderful sport that is a passion for us.

It is well known that the larger flounder are females. It is also known that the average male flounder averages out at 17 inches. If the minimum size stays at 18 inches, the females are going to be continued to be the ones caught, therefore, overfished.
The size limit should be at 17 inches to balance out the male/female population in keeping catches.

Summer Flounder, Scup, and Black Sea Bass Commercial/Recreational Allocation Amendment
As a long time Shore based fisherman, father of 2 children, owner of small craft, WE collectively really enjoy spending time fishing. All too often with limited time and access to the water, we go home empty handed , mainly because the fish we do manage to catch are too small and far too few apart.

I feel an increase in bag limit as well as reasonable decrease size limits is Not too much to ask as I am not fishing, lucky to maybe 2 a month.

A Commercial fisherman is just that " commercial " It is their Job,s a reasonable person who assume means
they work 5 days or more per week EVERY WEEK.. The Commerical regs allow for smaller sizes and increased limits... Also allows for different methods of catching, thus further increasing their rate of success.

If there is an finite amount of fish, the balance should be a fair balance and consider the amount of TIME each sector ( recreational or commercial ) investing in the practice of fishing.

As Recreational fisher,,, I have to register and pay for licenses just as commercial fishermen do.

Give us a break there are tons of fluke out there and most of them we can’t keep . You go by tons on the restrictions that is not fair commercial fish man keep 14 inch fish and the recreational fish man have to keep 18 inch fish the four inch different adds to the amount of tons we catch, and they get a larger bag limit we’re is the fair ness the party boats and charter boats need to make a living to ,and you say that’s fair it sounds like a political bunch of B.S to me

Summer Flounder 2021 Recreational Specifications
Hi Council Members,

As a former commercial fisherman and a lifetime recreational fisherman, I must say that in over 50 years of fishing on Eastern Long Island, I have rarely seen te Fluke fishing so poor. I did about 20 trips for Fluke this year and caught 2 keeper size fluke.

There were literally no Fluke in the Peconics in the Spring and the Eastern LI Sound and off Montauk was horrible all year. There was a week or so in September south of Montauk that was ok.

We need to reduce the commercial pressure on Fluke. The quota distribution methodology and the associated extensive discard mortality of draggers is brutal on the stocks. I didn't have the stomach for working on a dragger the discards were horrific.

The economic engine of recreational fishing is HUGE for NY State and should be considered as is the overall health of the fishery.

Also, circle hooks should be mandated for recreational fisherman.

Thank you,

Rick Drew
