Build - Does he have prototype size? What is body type? What is growth potential?
27
Toney's size and frame are a little questionable as he is underweight for the receiver position and does not have the greatest height as it is the average for receivers. Furthermore, his length is not great, and he's not going to be a guy that makes plays based off of his length. Moreover, his durability is a question mark as he missed many games with injuries that may have hampered his development. Size/Frame5

Mental - Is he instinctual? Does he play with urgency?
32
Toney is willing to throw a block for his teammates, but he certainly has his fair share of plays where he doesn't show the most effort. There were many times where Toney would just stand there or stop running his routes. He doesn't appear to play with the most urgency as he looks like he is just going through the motions a lot of the time. Toughness5

Athleticism - Does he have the athletic traits you want?
37
Toney's is quicker than fast, but his explosiveness doesn't seem to always be there for him. In other words, it feels like this is an inconsistnet trait for him. He is not going to be a guy who is really good at fighting through contact as it appeared that he would just give up once he was wrapped up. A lot of this could be attributed to his size, but you would rather see somebody just get down if he isn't going to fight through contact to gain extra yards. Toney is excellent at changing direction, and this trait is what will make him a draftable prospect. Besides that, I do think he has room to grow in the speed department as he doesn't always stand out on film in that area. Explosiveness6

Technical - Does he have a refined skill set? Is he a projection or is his game developed enough to contribue early?
45
Toney is not the most technically sound wide receiver as he lacks great route running skills. You really have to get him in motion and into the open field in order for him to be an effective receiver. However, when you get the ball to Toney on screens and what not, he is electric in the open field since he is very shifty and able to make multiple defenders miss very easily. Toney's vertical threat ability still has some room to grow, but he was great in that department for Florida this past season. His perimeter blocking needs some work, but he does at least show some effort in that department. For how fast Toney is billed to be, he did struggle to get open when he was not running a go route, a screen, or some other short pass. If he was met by a physical corner or a safety over the top, Toney was not nearly as good as in other games. Ball Skills6

Summary - What role does he play? What is his initial projection?
55
Toney is potentially a fun receiver to have, but it's very tough to sell him as a day 1 pick. He needs to work on his route running and his physicality as he was not nearly as effective against press coverage. Toney will be able to stick on a roster since you can place almost everywhere on a team besides defense. He can play receiver, he showed at Florida that he could even be a viable option out of the backfield, and he was a very good returner. Injury issues and hand problems will also make Toney fall in the draft, and he really needs to get better at route running. Despite being a very elusive receiver in the open field, he is not great off of the line unless you get him in motion before the play. In other words, it takes him a little while to get going speed wise. Toney will be a good player to take on day 2, but his inability to be a consistent receiver until his senior year combined with his issues will not allow him to go in the first round like many people thought before the Senior Bowl.
