How often do you make requests under Oregon's public records law, or work with others making requests?
What changes, if any, to Oregon’s public records laws as they apply to health-related information would help you do your work?
Specifically, what kinds of health-related information have you tried to obtain and not been able to?
Are there any current health information exemptions to public records where removal would be damaging to privacy protections and not serve the public interest?
What is your name and profession? (A member of the Sunshine Committee may want to follow up with you.)

The removal of Oregon's public records exemption 433.008(1) that gives the Oregon Health Authority or a local public health administrator the authority to deny records requests during a disease outbreak investigation, saying that such records are confidential under state law. Changing this exemption would give journalists the ability to scrutinize our public health agencies and hold them accountable during the ongoing pandemic.
I requested a spreadsheet on coronavirus cases, hospitalizations and deaths broken down by race/ethnicity in two Eastern Oregon counties. My request was denied.
Yes. I believe health related exemptions that prohibit the disclosure of people's identities are necessary for privacy and should not be changed.

Yearly or very occasionally
Providing information on smaller groups of patients would be useful. Often there’s an outbreak of something and only a small number of people are affected. In the past OHA has been very strict about providing any information - even if it’s not going to identify the patient. Like their job or local town.

The Board of Nursing has a specific exemption for applications that protected an alleged sex abuser, Tony Klein. That exemption seems worth revisiting.
None really. The investigative exemption and two disciplinary exemptions are the ones that most need thoughtful changes. A fee waiver for media companies would be more efficient for everyone too.
