Background Information
• On May 6, 2025, NOAA Fisheries, sent a letter to Regional Fishery Management Council Executive Directors requesting each Council’s recommendations pursuant to Section 4(a)(i) of Executive Order on Restoring American Seafood Competitiveness (EO14276). Comments were due by September 30, 2025.
• NMFS opened a public comment period (90 FR 41818) on suggestions to improve fisheries management and science outlined EO14276 from August 27 through October 14, 2025.
• The NPFMC submitted a detailed workplan to NMFS on October 3,2025, including a list of recommended actions to reduce burdens on domestic fishing and to increase production within sustainable fisheries, including actions that stabilize markets, improve access, enhance economic profitability, and prevent closures.
• Due to the lapse in appropriations that occurred during the initial comment period, NMFS determined that reopening the comment period was appropriate to allow interested parties additional time to prepare and submit comments. The comment period was reopened from December 1 through December 15, 2025 (90 FR 55089).
• This spreadsheet includes the list of comments recived by NMFS in December, summarized by NMFS as described in the “Summary Description” tab.
