11GalvestonDistrict ECThat Texas Democratic Party Rule in Article III. Executive Committees, G. Precinct Executive Committees .. on page 9 remove the condiditon of filling candidate vacancy. Specifically, remove from the title "For the Purpose of Filling a Commissioner or Justice or Constable Precinct Candidate Vacancy: and remove from the first paragraph "to fill a Commissioner Precinct or Justice Precinct Vacancy"/ and tht the Texas Democratic Party encourages Democratic Commissioner and Justice of the Peace Precinct Executive Committees to be more active, particularly in larger counties. This section of the Rules simply repeats state law on how vacancies in office and on the ballot are filled. This proposal anticipates that these committees would organize in CC and JP districts for GOTV and candidate support. Nothing in current rules prohibits a county CEC to do this now without any change in the rules. Note than in most counties in Texas these committees would a committee of none, one or two. This is a larger county issue.Do not recommend. This can be done voluntarily where needed.

25ComalFormer Chairs as state super delegatesThat the party change the rule to allow former County Party Chairs to obtain "Ex Officio" status by changing the Rule Under IV, Party conventions, Page 13 to read (...). and that if a former County Chair fails in its duties as County Party Ex-Officio by supporting any candidate or initiative of any opposing party in a contested race where a Democrat is running, they shall lose the status of ex-officio and in the future will be required to be elected at the county or precinct level Democratic Party conventions to be a delegate in any future Texas Democratic Party Conventions.County Chairs have a turnover rate of about 30% during their two year term now. This might make sense if it was only for the convention that occurs within weeks after a chair's term ends. Keeping a life time list of what over a few cycles would be 500+ super delegates who might not even be involved any longer is a little mind boggling. And should we reward folks who quit in mid term leaving local parties in the lurch?AMENDED
