The Fight for Fair Housing: Causes, Consequences, and Future Implications of the 1968 Federal Fair Housing Act
2017GregorySquires
This a collection of scholarly essays from Gregory Squires. It is an investigation into the events that lead to the Fair housing act and the consequences of a policy created 50 years ago. The book might be a bit advanced but it begins to unravel and expound upon the complex issue of fair housing and its relationship to protected classes.

BookAdultDevelopment as Freedom1999AmartyaSen
This is possibly my favorite book of all time (nick watson). It is entirely esoteric and hard to understand, but this is the source of the capability approach to poverty. Sen is a nobel prize winning economist who sees the human impact of rampant GDP growth and the misplaced value ranking of capitalism. Looks for sustainable develpment and asks how and why should we construct our communites.

BookAdultCreating Capabilities: The Human Development Approach2013MarthaNussbaum
This is the far more accessable version of the capability approach to poverty and human development. I think Nussbaum's work has far reaching implecations on how we should construct communities. A fair bit of her worrk is esoteric, but this should be more accessable. Nussbaum is brilliant.

BookAdultThe New Jim Crow2010MichelleAlexander
Not specifically about fair housing and it's history, but this has to be in there. It is maybe the single most influential book about racial inequality ever written. The issue of "colorblindess" and the persistantce and pervasiveness of mass incarceration on all aspects of black life (including housing and how we build communities) are sadly relevent 10 years later.

BookAdultAmerican Aparthied1998
Douglas S. Massey and Nancy Denton
This also might be a bit advanced, but it comes from some reputable scholars. This book shows that, despite the 1986 fair housing act, hypersegregation still exists and has created a massive underclass of black men and women.
