CRITERION 1A - 1F
Texts are worthy of students' time and attention: texts are of quality and are rigorous, meeting the text complexity criteria for each grade. Materials support students' advancing toward independent reading.
16/16 Meets

The instructional materials reviewed for grades 3-5 meet the criterion: texts are worthy of students’ time and attention, are of quality and are rigorous, meeting the text complexity criteria for each grade. Materials support students’ advancing toward independent reading. Anchor texts (including read aloud text and shared reading text that is utilized to build vocabulary and knowledge) are worthy of publisher quality and provide for careful reading and listening because of the range of interests. Students are provided access to various texts at multiple reading levels, which can be read in small group or whole group settings, and independently. The philosophy of the publisher is notably centered around self-directed learning. Additionally, anchor texts fall between grade-appropriate lexile levels. Materials also provide text complexity analysis and rationale. Supplemental texts are provided to enhance student learning and provide for additional learning modalities. Furthermore, the texts provide a comprehensive and diverse representation of backgrounds.

CRITERION 1G - 1N
Materials provide opportunities for rich and rigorous evidence-based discussions and writing about texts to build strong literacy skills.
24/24 Meets

The instructional materials reviewed for grades 3-5 meet the criterion: materials providing opportunities for rich and rigorous evidence-based discussions and writing about texts to build strong literacy skills. Materials provide many opportunities for collaboration and discussion using speaking and listening standards, including frequent opportunities to practice academic vocabulary and syntax in their evidence-based discussions. Additionally, the materials offer scaffolds to help students hold academic conversations while using evidence to support their claims. The scaffolds entail sentence starters, evidence graphic organizers, and teacher-facilitated discussions. The materials include a mixture of on-demand and process writing, as well as short focused projects, and students are afforded opportunities to write both on-demand and over extended periods throughout every module. Throughout each module, students engage in various methods of writing including note-taking, checklists, response journals, short answer, and longer essay writing. Furthermore, the material addresses different text types of writing that reflect the distribution required by the standards.

CRITERION 1O - 1R
Materials in reading, writing, speaking, listening, and language targeted to support foundational reading development are aligned to the standards.
12/14 Meets

The instructional materials reviewed for grades 3-5 partially meet the criterion: materials in reading, writing, speaking, listening, and language targeted to support foundational reading development are aligned to the standards. Throughout the course of the year, Fundations builds on skills learned in K-2. While Foundations Levels continues with advanced phonics skills with lessons on word structure, spelling rules, and morphology, the materials do not address fluency standards directly. However, students do have multiple opportunities to develop quick and automatic word recognition, and Wit and Wisdom allows students to practice their fluency in order to read with purpose and understanding. The material includes Vocabulary Deep Dives, where students learn prefixes, suffixes and word meanings, using anchor text as well as supplemental texts and materials to reinforce connections in order to help students master the skill that is in focus. Additionally, prefixes, Latin suffixes, and multisyllabic words are taught to ensure student mastery. However, the materials do not address fluency standards directly. Lessons follow a gradual release model: "I Do, We Do, You Do."

CRITERION 2A-2F
Materials build knowledge through integrated reading, writing, speaking, listening, and language. Texts are organized cohesively, tasks and questions are logically sequenced with appropriate text complexity.
16/16 Meets

The instructional materials reviewed for Grades 3-5 meet the criterion: materials build knowledge through integrated reading, writing, speaking, listening, and language. Materials include guidance for year long writing instruction correlating with grade-level standards. Materials include a progression of research skills and opportunities. Anchor Texts are focused around a topic in which the materials provide essential questions, allowing students to read and learn about the topic to answer the essential questions. Tasks and questions integrate knowledge around single and multiple texts, culminating tasks are multifaceted and include comprehension standards and content knowledge. Different types of questioning (details, key ideas, craft, structure, etc.) are addressed within the Teacher's Guide, and questions support the level of complexity found within the text. Multifaceted, culminating tasks are present within each unit, and materials provide scaffolds to assist students in completing the culminating tasks. Writing tasks provided throughout the materials provide a progression of complexity and explicit writing instruction is present.

CRITERION 2G - 2L
Materials promote mastery of grade-level standards by the end of the year.
16/18 Meets

The instructional materials reviewed for grades 3-5 partially meet the criterion: materials promote mastery of grade-level standards by the end of the year. Modules and lessons are aligned to standards and support a progression towards standards-aligned student mastery, with each module including a Module Map in the Teacher Edition. The materials provide all students, including those who read, write, speak, or listen below grade level, with extensive opportunities to work with grade-level content and texts to meet or exceed grade-level standards. Extension strategies and activities are provided within each lesson to allow students the opportunity to engage with texts and concepts at a deeper level. All lessons are provided with audio in English and Spanish, but no explicit instruction strategies are provided for EL students. Materials promote mastery of grade-level standards by the end of the year by having the majority of instruction spent on grade-level content. Implementation schedule can be completed in the allotted time. Optional tasks do not distract from core learning, support and scaffolds are in place to ensure work is grade level and accessible to English Learners, below grade level students and provide opportunities for investigation to occur at greater depths.
