This bill provides funds to the Department of Health and Human Services (HHS) for an affordable child care and early learning program. Children who are not yet required to attend school may participate in the program regardless of family income, disability status, citizenship status, or employment of a family member.
Under the program, HHS must support sponsors (e.g., states, local governments, tribal organizations, and nonprofit community organizations) that provide child care and early learning services for families.
Families must pay a subsidized fee, based on their income, for the services. The fees are waived for children from families with incomes below 200% of the poverty line. The fees are capped at 7% of a family's income regardless of the family's income level.

It also establishes and provides funds for a Medicaid demonstration program to provide such services to children in a variety of settings, including schools and hospitals.
The bill also requires Medicare Advantage and Medicare prescription drug benefit plans to offer mental health and substance use disorder benefits in a manner that is no more restrictive than other benefits with respect to financial and treatment requirements (i.e., parity in benefits). Additionally, the Centers for Medicare & Medicaid Services must audit state Medicaid and CHIP programs with respect to parity requirements and post its related enforcement actions on its website; the bill provides funds for these purposes.

The bill reauthorizes through FY2028 the National Child Traumatic Stress Network, school-based grants to increase access to trauma-support and mental health services, public health data collection about adverse childhood experiences, and a task force on trauma-informed care.
It also establishes grants for multi-sector demonstration projects to mitigate trauma and toxic stress; improving outcomes for hospital patients who experience drug overdoses, suicide attempts, or violent injury; and
clinical training in infant and early childhood mental health.
Additionally, the bill authorizes (1) federal agencies to use specified discretionary funds for pilot projects to address traumatic exposures among children, and (2) Department of Justice (DOJ) grants to prevent trauma in children by reducing their exposure to violence and trauma.

Further, the Department of Health and Human Services must provide resources for training frontline service providers and certain community members about trauma, toxic stress, and resilience. In addition, DOJ must establish a national center to disseminate resources to law enforcement agencies to improve interactions with youth and families who are exposed to violence and trauma.

The bill also incorporates trauma-informed practices in programs for health care professional education, health care access, and educators.

This bill modifies, expands, and reauthorizes through FY2028 the Family Violence and Prevention Services program, which funds emergency shelters and supports related assistance for victims of domestic violence.
Specifically, the bill requires the Department of Health and Human Services (HHS) to award grants and enter cooperative agreements with state and tribal domestic violence coalitions, and community-based organizations, to support prevention services. Depending on the type of organization, grant recipients must use funding to (1) provide technical assistance; (2) promote evidence-informed prevention strategies; (3) implement coordinated, community responses to reduce risk factors for family violence; and (4) develop prevention partnership strategies.
Further, HHS must award specified grants to organizations that provide population-specific services in underserved communities and to community-based organizations that provide culturally specific domestic violence services to racial and ethnic minority groups. The bill also establishes a grants program for tribal domestic violence coalitions to support the provision of local, tribal, family domestic or dating violence services and requires HHS to award a grant for the administration of a hotline dedicated to serving Indians affected by domestic violence.
In addition, the bill modifies certain program-wide definitions; changes the requirements for specified grant applications, eligibility criteria, and use of funds; and makes other technical revisions.

This bill establishes requirements related to state compliance with the Indian Child Welfare Act of 1978 (ICWA). The ICWA establishes minimum federal standards for the removal of Indian children from their families and the placement of these children in foster or adoptive homes.

Specifically, the bill requires a state plan for child welfare services and a state plan related to the Promoting Safe and Stable Families Program to ensure that the agency administering or supervising the plan (e.g., a child welfare agency) shall comply with all federal standards established under the ICWA.

Further, the Department of Health and Human Services (HHS) and the Department of the Interior must, in consultation with Indian tribal organizations and states, develop a memorandum of understanding that specifies the factors for measuring compliance with the ICWA. In addition, HHS must award grants to health professional schools to integrate content into their curricula and continuing education programs about suicide prevention strategies and interventions to reduce suicide rates among youth and young adults.
