Spell permissions

1	[MagicShops:OFF, MagicLevels:ON, KeepPermissions:OFF] cause spells to be learnable based on each class's ability to learn the original spell in the slot it now occupies in a shop.
2	E.G. The 4th spell in Corneria's White Magic shop (whatever it is now) has the permissions for RUSE. It can be learned by Red Wizard, but not Red Mage.
3	[MagicShops:ON, MagicLevels:ON, KeepPermissions:OFF] cause spells to be learnable based on each character's ability to learn original spells of the same level. For levels without uniform permissions, only attempting the purchase will reveal permission.
4	E.G. The first Level 4 spell found in any White Magic shop (whatever/wherever it is now) has a 50% chance it can be learned by Red Mage, and if not, a further 50% chance it can be learned by Red Wizard.
