OVERVIEW: this data compares the bed utilization rate (the percentage of project beds that are currently in use) for CoC Program projects before Coordinated Entry was initially required (January 2018) and after the CoC released its Coordinated Entry v2.0 (April 2019). This data EXCLUDES Houma projects (which did not use the centralized Prioritization List until June 2019) and one Baton Rouge TH project whose utilization rate was impacted due to outside factors unrelated to CES.

ASSESSMENT:

(1) The overall Bed Utilization Rate (BUR) increased ~15%, from 84% to 99%.

(1a) HMIS Specialist estimates a 5% margin of error on the overall BUR.

(2) Nearly two-thirds (63%) of all projects saw their BUR increase or remain the same.

(3) Of those projects whose BUR decreased, half (50%) saw a decrease of only 1 or 2 participants.

(4) The BUR for all new projects is greater than 100%; the range is 90% to 115%; this indicates that new projects were not, ultimately, prevented from leasing up within their first year.

(5) Correlation does not equal causation; Coordinated Entry's release coincided with greatly expanded technical assistance, including assistance with HMIS, from LHC. Moreover, bed utilization rates significantly above 100% in the 6/24/19 data set are likely to normalize toward 100% during the APR submission process. However, even if all values above 100% in 6/24/19 revert to 100% at APR, the data demonstrates that the overall BUR has significantly INCREASED since Coordinated Entry was released.
