The purpuse of this rubric is to use criteria to selcect 2 English Language Arts (ELA) curriculum materials for the pilot in 2024-2025 and ultimately adoption in spring 2025. This rubric uses criterea from the following publically available rubrics:

The core, supplemental, and intervention programs will be reviewed in two phases. In Phase 1, expert reviewers with deep knowledge of foundational reading skills will evaluate programs on the key elements and features of scientifically-based reading instruction, including:
• Phonemic Awareness
• Phonics
• Fluency
• Spelling
• Explicit, systematic, evidence based practices

Programs that meet criteria in Phase 1 will move on to Phase 2. The Phase 2 review involves evaluating the extent to which programs implement effective instructional practices for teaching additional components of reading:
• Comprehension
• Vocabulary
• Knowledge Building
• Absence of biased content
• Writing, Speaking & Listening
*Assessment and Usability
In addition to items listed above, the curriculum should align with the Literacy Task Force Guiding Principles, and aligned with the LETRS professional learning that our teachers and district administrators are working through.
