We are trying to put more structure to this so it’s more consistent and less subjective. This requires a couple of steps.

There are guiding questions for each of the progress markers. They are a first pass and we can continue to refine them. The purpose is to help scaffold the measurement conversation by focusing on key initiatives underway for each PM. They also use language to isolate progress vs the continuation of existing work.

Finally, we would like to emphasize this as a two-part process. We hope this can be designed to leverage your current SP process and does not create a lot of additional work.

Part 1. Plan/prepare your PM rating and evidence. Consider and prepare evidence of progress made for the respective quarter for each progress marker that you/your team is responsible for. This includes considering the “guiding questions” for each PM, using your Envisio information, and referring to any related plans, program updates, or data to inform your rating. Enter notes into this worksheet in the "Progress Rating" tab.

Part 2. Meet to finalize ratings and evidence. Attend a joint meeting to finalize ratings and evidence.

> Where there isn't clear consensus for a rating, the decision will defer to the key stakeholder for that item. If if the key stakeholder is not present, group does a zero to five protocol.

After the meeting, the coordinators will use the notes to write formal narrative responses.

In addition to the annual report that includes the LPGTs, ODE also requires quarterly reports. In 2023, they implemented a progress marker framework.

ODE defines progress markers as indicators that “illuminate changemaking efforts in adult behavior and/or systems change that occur prior to reaching outcomes or target data shifting.”

Each quarter, districts must provide ratings based on the progress observed in a quarter AND responses to three narrative questions. Progress is time bound.

Making sense of the requirements for PPS

There is some alignment between the ODE Progress Markers and the PPS Strategic Plan, so progress notes from the SP may be helpful as a reference.

The ratings are subjective.

> ODE has not provided a supporting rubric.

> Some of the progress markers are finite and others are extremely broad.

> Rates either show growth or no progress. There is not a rating option to show where progress has retracted.

- Read the first PM.

- Read the notes captured in the prework. Use the guiding questions to ask clarifying questions.

- Take notes to document additional information shared.

- Rate the PM. The identified PM lead and key stakholders recommend a rating. Team members can ask clarifying questions and provide evidence to support an alternative rating. Where there isn't clear consensus for a rating, the decision will defer to the key stakeholder for that item. If if the key stakeholder is not present, group does a zero to five protocol.

- Repeat the protocol for each PM.

4. Using the protocol, review and rate each progress marker, documenting supporting notes.
