1. Create noncredit career pathways and career ladders, focused in the targeted sectors of Business and Entrepreneurship, Health, Information and Communication Technologies, and Energy, Construction, and Utilities. Each college will establish and strengthen noncredit CTE pathway(s) in at least one of the targeted sectors. Courses will be developed as in-person and distance education.

2. Establish and increase capacity for colleges to offer noncredit distance education (DE) as an ongoing modality that will ensure career education access to noncredit students, particularly underrepresented populations. To address long and short-term noncredit distance education needs, professional development will be provided so that college faculty and staff will gain the necessary technical and regulatory knowledge and the expertise to create and deliver noncredit vocational DE curriculum.

3. Develop short-term Competency-based Education (CBE) pathways in the specified industry sectors. Participating colleges will develop the CBE pathways in the selected sectors through face-to-face instruction and distance education and then share these with LA Regional colleges. Over the course of this project, regional faculty will engage in professional development and collaborate to create noncredit programs that rely on module-based instruction, faculty assessment, and other CBE components. The focus will be on developing a CBE model that is short-term and maximizes attainment of credentials and certifications

4. Expand noncredit data collection for LA Regional colleges in order to more fully report CTE successes and needs of noncredit students, particularly our most underrepresented students. Identify and gather additional types of relevant metrics and outcomes from external sources, along with reporting current data. This will include more robust sources of noncredit data, especially related to equity and need. Data from agencies such as AJCCs, EDD, businesses, LAEDC, and trade unions will be gathered to show regional need and outcomes.
