Prisoners have been placed in a uniquely vulnerable position by the pandemic, as they are helpless to take meaningful measures to protect themselves. And it's not just them -- prison and jail outbreaks can spread to the general population via guards and other staff. This was a comprehensive look at the issue from the point of view of health officials, prison officials and prisoners themselves.

200Open Categories2021stEnvironmentalJacob DickBeaumont EnterpriseReport: Area leads in illegal emissions6
Clear winner. This article does a good job of summing up a damning report, but it almost underplays the local problem. Sentences buried in the report: ``The region took on the most pollution by weight with almost 77 million pounds of pollution released into the air above Southeast Texas in one year. It was a 20% increase over the previous year, a comparison made even more stark when considering the majority of TCEQ districts outside the Gulf Coast saw a decrease in pounds of pollution emitted. ... More than 49,000 people live within a 5-mile radius of the facility. The majority are people of color, and almost 40% are living below the federal poverty level.'' There's a lot to follow up on - like how the pollution harms people, especially low-income households, and why enforcement isn't stricter. Keep reporting on this topic, please.
