Meeting with Anna Davies, Fred Teti, Steve Bruckman, Deanna Abma, Lillian Marrujo-Duck: We need to untangle this. Fred and Deanna to identify the approved versions of the policies. Anna to check them off again. Lillian to separate out app'd by ExC and send those to SB for PGC. Those not app'd by ExC go to ExC. Then to SB for PGC. DA to untangle Batch #1 that already went to ExC last academic year. Second batch to be untangled by DA and FT.

From here on out (so that I know exactly what I am doing):
1. the BPs and APs that the Senate asks the Ed Policies committee to review will come only from the Senate
2. the edited versions of the BPs and APs that the Ed Policies Committee reviews should be forwarded to Anna Davies for a Title 5 check. If Anna Davies needs to change anything she will talk to the Ed Policies Committee and hopefully you will come to a consensus.
3. Anna Davies will forward to the Senate the versions of the documents that there is consensus on for the Academic Senate to review. I will try to have these go to the Senate in batches. It would be great if you could be there to answer any questions.
4. I will forward recommended versions to Steve so that he can put them on the PGC agenda as informational items only.

BP 1.25Chancellor’s Selection and Delegation of Authority9/28/2015Now that there is a BP/AP workgroup for non Chapt 6 items, this is no longer on the Academic Senate's plate. 2016-04-11.Ed PoliciesReviewed on 11/16/15. Feedback sent to Lillian. Brief summary of BP 1.25: The policy is amended to clarify the process for appointing an interim or acting chancellor. Also, the policy states that the chancellor is authorized to appoint a designee for the chancellor unless a policy or procedure states to the contrary. Unofficial notes from Ed Policies Committee: The two last paragraphs don't fit well together (or separately, for that matter). The 2nd to last describes the succession among the VCs if the Chancellor has not appointed an acting chancellor in her/his absence. The last paragraph is about the Board appointing an acting/interim chancellor. There are several scenarios we dreamt up that the Policy doesn't cover and or can be abused. Take that 30 day limit. Does that mean the VCs take over for 30 days and then the Board can appoint someone? or can the appointment take place earlier than that? (The Policy seems to assume that the District will know in advance how long the Chancellor will be absent. That's not always the case.) Deanna came up with the possibility that the Chancellor appoints someone who proves to be incompetent. Can the Board remove that person from the position? the unofficial recommendation from Ed. Pol. is that 1.25 needs more work. I hope this is enough to get you through PGC tomorrow. Note: this item tabled at PGC until 12/17. Message sent to Ed Policies committee to provide specific language changes by 12/5 in order to put it on the Senate agenda for 12/9 (11/19/2015). em'd SB to forward to FT and DA 11/2/2015.

AP 2.07PGC Operational Guidelines11/18/2015In Chancellor's Hands as there is no agreement on how to move forward. PGC passed resolution asking Chancellor to use her authority to call a workgroup. 2016-04-11. PGC Workgroup was called to work on final edits. ASEC recommended AP 2.07 on 09/28/2016.ExCPGC workgroup did this. One piece of language is going through collegial consultation.Changes recommended by ExC on 12/9/2015. PGC called a AP 2.07 Workgroup and proposed final edits. ASEC recommended AP 2.07 on 09/28/2016.09/28/201609/28/2016Under revision. PGC passed resoltuion asking for Chancellor to coordinate a workgroup (3/2016). Per Bruckman: This procedure is the successor to the PGC Operational Guidelines adopted in 2013. It is now the College’s practice to try to incorporate miscellaneous guidelines within the District’s policies and procedures manual. AP 2.07 was developed by the working group established by the PGC to update the operational guidelines. Per Lillian: The issue of aligning existing Academic Senate policies on the vote of the Executive Council for all academic and professional matters is being resisted by administration.

Under state and federal law, service animals are dogs and miniature horses. Comfort animals, other than dogs and miniature horses would not be permitted. The reason is that comfort animals often create a disturbance due to animal allergies and other reasons. For consistency, pets, including dogs, would not be permitted on campus, except for service animals required to accommodate a disability. We realize this is likely to be controversial and there will be opportunity for full discussion by constituent groups.

There is one change worth noting. Currently, every hiring committee must have a non-voting member to ensure compliance with hiring procedures. In many cases, this is unnecessary because the hiring committee chair can fulfill this role. The procedure is being amended to change this from a requirement to a permissive appointment. Each committee and/or chair can decide whether it wants to have a non-voting monitor.

Unless Chancellor wants to discuss, the Academic Senate is DONE with this one. Executive Council. ASEC Pres. and Bruckman to review (11/24/2015).Has this been reviewed by the Union? That is where this was at last check? (11/24/2015). Noted this was anticipated at PGC on 2/17. Em'd Geisce and Steve that this is supposed to be reviewed by Union, Senate cannot act on it until they are done. This is on Steve' ToDo list (2/28/2016). Response from Steve: Although we were previously considering it, we are not proposing any change to the current policy on retreat rights. The old procedure from years ago will remain.
3.04 is simply placing the existing admin hiring process into an AP.
i don't think it involves any union issues.As a side issue, there is a distinction between the Board and Senate having an agreement on a topic and that topic being a "mutually agree 10 +1" matter. However, that is a subject best discussed in one of your collegial consultation sessions. (2/28/2016).

AP 6.04 first approved by ExC on March 18, 2015. During 2nd read at PGC on 11/17/2016, a faculty member asked the Academic Senate to revisit this AP because “Instructional Support” is different than “specialized technology to support instruction for various department.” Academic Senate revisited the AP and approved to reinstate “instructional support” in the AP 6.04 on Dec. 7, 2016.provided 4/29/2015. Chancellor requested that language similar to AP 6.24 be added referencing "all centers, etc." Returned to Ed Policies Committee for revision (5/14/2015). 10/25/2016: met with Chancellor Lamb and Chancellor Lamb reviewed and approved. Submitted BP/AP 6.04 to SB to submit to PGC. 12/20/16: sent revised version approved by ASEC on 12/7/16 to Chancellor.10/25/16 Chancellor reviewed. But Academic Senate then brought it back to the ExC for revisit and recommended reinstatement of "instructional support" on AP 6.04 on 12/7/16. sent to Chancellor for review again on 12/20/16.Deanna Abma does not need Ed Policies committee to add language.
