Table A.1 clarifies submittal requirement for typical waterwork projects. The table indicates if Department design approval is required or not, if a monitoring plan update needs to be submitted, project corrosion category for non-traininent, non-community and community water systems, and if Colorado Professional Engineers are required for community water systems. Please note that the Department may require design approval and/or additional information for design project associated with a state or federal funding project (e.g., state revolving fund) or for enforcement related projects.

Project Category (Column A): Projects have been grouped into nine categories. See list below. Please identify the overall category and then look for a relevant project description.
PWS - New Public Water Systems (PWS)
S - Source Projects assuming chlorination treatment (see N and/or T sections for additional treatment process requirement)
TN - New Water Treatment Plants (WTP). See T sections if additional treatment processes are included.
TG - Treatment - General
TD - Treatment processes - Disinfection including contact time tanks or contact vessels
TF - Treatment processes - Filtration
TC - Treatment processes - Chemical addition (except disinfection TD)
TO - Treatment processes - Other
DS - Distribution system projects including tanks

Project Description (Column B): Description of various waterwork projects. Please note that some projects may include multiple project elements. Any project that includes a combination of two or more project elements must provide a design submittal in accordance with the highest submittal requirements (e.g., if part of the design doesn't require a Colorado PE but another part does then the overall submittal requires a PE). If you have a project that is not included in the table, please contact the Department to discuss design review requirements.

Default Department Design Review Requirement (Column C): Outlines if Department design approval is required or not prior to the commencement of construction (Section 11.4(1) of Regulation 11) for typical waterwork projects. Yes means a design submittal must be approved by the Department prior to commencement of construction. No means design submittal is not required but the waterworks will be inspected during the next sanitary survey for potential cross connections, sanitary defects, or other design/construction issue. The Department may require design approval and/or additional information for design project associated with a state or federal funding project (e.g., state revolving fund) or for enforcement related projects.

Monitoring Plan Update Requirement (Column D): Outlines if Department notification after project completion is required or not (Section 11.5 of Regulation 11). Most projects that require design approval will require monitoring plan revisions. Yes means a monitoring plan update is required after construction completion so the Department may update our database and review operator certification requirements under Regulation 100. No means no monitoring plan update is necessary. Please note Section 11.5(5) of Regulation 11 requires monitoring plan revision be submitted n no later than 30 days after the effective date of the change. Default project corrosion categories (Column E): Outlines the default corrosivity category for community and non-community water systems. See the Corrosion Category Tab for corrosion category description (Table A.2) and for additional corrosion submittal information. When an overall project includes multiple sub-projects then the highest corrosivity category applies (e.g., an overall project adding RO (category 3) and a replacement groundwater source (Category 1) will be considered a Category 3 project. The project category applies to each source or treatment plant and not the overall water system (e.g., switching primary coagulant which impacts chloride to sulfate mass ratio (Category 3) is considered a Category 3 project even if that same coagulant is already used at other supplier’s treatment facilities). Colorado Professional Engineer Requirement (Column F): Outlines if design submittal for a community water systems must have a Colorado professional engineer design the project or not. Yes means that a Colorado Engineer must submit and no means a Colorado Engineer is not required.
