My name is Dave Aripotch, and I live in Montauk, New York. I am a commercial fisherman since 1974. I have been a dragger fisherman since 1975 and bought my first dragger in 1982, the FV Old Squaw, a 35' trawler. In 1985 I sold it and bought a wooden 60' dragger, the FV Bay of Isles, and began going offshore from Nantucket Shoals to Cape May. In 1991 I sold that boat and bought the FV Cory & Leah, a 63' trawler and in 2007 sold that boat and bought the FV Caitlin & Mairead which I presently fish year­ round throughout the East Coast.

I met Mark Phillips in the early 1980's through the Eastern Long Island Trawlers Association, a fishing association representing trawlers in Suffolk County, New York. During that time, New York fishermen had joint fishing ventures with the governments of Japan, Spain, and Italy. A joint venture is when a US boat would transfer their caught fish catch in their cod end to a foreign ship for processing. These ventures were approved by New York State and the Federal Government in the 1980's and I believe Dick Gutting may have had also played some part in them also.

One of those joint ventures in the mid-1980s included Mark Phillips and the FV John F Phillips, which Mr. Phillips owned. It was a joint venture put together by Montauk fishermen Dick Stern, Scotty Bennett, Phil McSweeney and Eddie Hammer, all east end residents, with the Japanese government.

Their joint fishing venture was setup so that initially the FV's John F Phillips and Susan Rose would fish for Loligo squid in NYS waters in the summer. Then once the Loligo squid migration left the "beach," (the local inshore squid fishing less than three miles from shore,) or thinned out, then the FV's John F Phillips, Susan Rose and Nightwatch, would go offshore to catch Illex squid, with the same methodology of transferring Illex squid via cod ends to a Japanese ship. I believe this continued for three to four years.

My name is Joe Rose and I am the former Captain/Owner of the F/V Susan Rose. I have known and fished along side Captain Mark Phillips for well over 40 years until my retirement and sale of the corporation in 2019. In the mid-1980's the F/V John F. Phillips fished in 2 JVs established between Montauk fishermen, Cape May fishermen and the Japanese. We fished for Lolligo on NY beach then the John F. Phillips, Susan Rose and Nightwatch went south, deep water Illex fishing. In addition to those 2 JVs we fished for the Japanese, Italians, Portuguese, and British and consistently landed 10 to 30 tons per day.
