I have been briefing Dr. Callist (DWRM, MWE – in CC) on the developments in AfroMaison in the Rwenzori Region and the success of the Mpan’Game in particular (base on WAT-A-GAME toolkit by Irstea).

He is very interested on the approach we are developing. I have agreed that we will keep him informed on our progress and that we will present our results over the next couple of months. Since IWRM awareness and the development of basin strategies and plans are high on the agenda of both government and the donors, he would like to look into the potential for upscalling of the tool if we can present promising results.

Following has been proposed;

1) Communication / exchange with the regional staff of DWRM (Albert Water Management Zone staff in Fort Portal). It would be good if they are invited at some point to one of the session (in case this has not yet happened). And it would be good to put a session or introduction on the agenda when the steering committee in the basin is meeting again. This can be coordinated with Lieven (PROTOS – in CC). (This is actually an activity which has been included in the Flemish Water partnership we have signed recently.)

2) There might be a possibility to include a ‘box’ on the Mpan’Game in the Sector Performance Report which is published before the Joint Sector Review. The content of this report is put together as from July.

3) An introduction to the game could also be organised for the Thematic Team. This is a national group (with representatives from various ministries, donors and NGO’s, which is overseeing the implementation of the IWRM strategies in the country. This team has about four meetings a year. There is most likely to be one around August.

4) The Joint Sector Review (Water & Environment) is planned towards October. A special display on AfroMaison (Mpan’Game and others) is possible, and even a session can potentially be organised (if the thematic team is in support of this probably).

5) If the leading national actors are in support of the tools we can discuss with the person in the human resource department of the ministry (in charge of capacity building programs for the MWE staff). I have spoken to this person as well. The government is gearing up for a new capacity building program for its staff, participatory tools are likely to be one area in which capacity will be strengthened.

So let’s keep the lines open, and let’s try to document the process.

Another issue we have discussed it more generally the status on basin plans and strategies. Regardless the use of any particular tools, it is desirable to have some exchange with the DWRM staff to see how strategies at various levels and in various programs are (or can be made) complementary.

Finally, I also have informed Dr. Callist on some activities planned under the Flemish Water Partnership, such as the rapid hydraulic assessment and the drafting of a monitoring plan. Also on these issues I have assured Dr. Callist that we will keep him informed. Especially with regard to the monitoring plan. We have suggested that my colleague Tom Vande Broucke (who will work on this), will meet with the DWRM staff to get to know the national monitoring procedures and standards. We will aim to design something that is in compliance with these.

So far my update on my contacts with the DWRM.

We were able to recruit 4 Rapporteurs. George for Kamwenge and Kyenjojo districts, Maate for Kasese District, Kule for Bundibugyo, and Sam for Kabarole. Induction training was carried out for the 4 rapporteurs on Friday 22nd and Saturday 23rd We conducted the induction training of 4 rapporteurs on Friday and Saturday. On Friday I introduced the game to the trainees and 2 Afromaison Volunteers Enrique and Montserrat. I explained the reason why we have recruited the Rapportuers and emphasized their role to be efficient recording and reporting of what transpires out of the game sessions in order to enable effective monitoring and evaluation of the impact of Mpang'ame on the community and how they can use it to make strategies for INRM. This session was held at SATNET offices and we played 2 rounds of the game.

On Saturday, we invited community members and we had them play the game as the rapporteurs were doing their work of taking records and will soon produce a report. At the beginning the game was set by the rapporteurs and one of them acted as game manager. For rounds 3 and 4 the volunteers acted as game managers.

The event took place and it was about a community which has been prone of going to the park illegally for the past 10 years and more to the queen Elizabeth and Rwenzori national parks. The meeting was attended by the UWA community conservation area warden of queen Elizabeth national park. The event ended with a game session to complement the advocacy meeting for this community to stop going to the park illegally and kill animals for meat and cultivating their crops.
People promised that they will start Dram Clubs to disseminate the information that hunting is a risky activity

The community members agreed to begin hand craft,piggery, apiary projects to support the youth and other family members so that they can stop going to the national park. The community promised to take their children to school and later join the Uganda wild life authority and be part of the enforcement team and then be able to counsel their relatives and friends to stop going to the park because of the different benefits from conserving the parks , that is employment ant beauty to attract visitors who pay fees and these fees is given back to communities near them in form of cost sharing funds to these communities.

The game was played very well and it was third round that led the members to come up with comments that if the environment is well protected even the population does not get sicknesses. Because this led to one member of the group tell of the scenario that had happened to one of the community members that she was diagnosed of chemicals in her body due to use of cotton chemical sprays. This brought about a suggestion from their actions that it is better to plant ground nuts that supports soil fertility than growing cotton and you get less profits as well as it does not protect the environment.BWAMBALE GEORGE
