Stop LAPD Spying Coalition: Public Survey
The Los Angeles Police Department’s Special Order 1 (formerly SO 11) widens the surveillance powers of the LAPD. By criminalizing innocent behavior, SO1 severely reduces individual rights and privacy. The Stop LAPD Spying Coalition is asking you to complete this survey so that we can begin to document the extent of the potential impacts of SO1, since LAPD refuses to release information about the impacts and, in fact, individuals do not even have the right to know whether a suspicious activity report has been filed on them.

SO1 trains and authorizes LAPD officers to gather street-level intelligence and information based on “observed behavior” of citizens, including non-criminal behaviors. Supported by US government anti-terrorism initiatives, officers can document “any reported or observed activity, or any criminal act or attempted criminal act, which an officer believes may reveal a nexus to foreign or domestic terrorism,” as well as other crimes that officers believe reveal a nexus to gang and/or narcotic activities. Furthermore SO1 reverses the basic premise of “innocent till proven guilty” by reporting criminal activity based upon reasonable indication from the officer’s observation rather than reasonable suspicion.
