Consultation document on the process of researching a home: In light of a sustainable solution of services of Info-Habitation in Quebec
Introduction

At the beginning of the year 2000, a committee composed of representatives of different Quebec services from Info-Habitation, the movement of autonomous community action of people with functional limitations, the Office des personnes handicapées du Québec and of rehabilitation centers in physical deficiency, had worked at the elaboration of a solution for the services of Info-Habitation. Had thus been produced, in 2001, Les services Info-Logement : une nécessité au Québec, a portrait on how these services could be organised. This document did not give the anticipated results.

Since then, the global plan of implementation of the À part entière: for a real right to the exercise of equality, gave to the SHQ, in combination with concerned organizations, the responsibility to rule on a proposal of a based model of Info-Logement services. Following this goal, a new committee was formed to support the work of the SHQ about creating a based model of Info-Habitation. In 2010, this committee gave to the Comité intersectoriel sur l’accessibilité universelle en habitation (CISAUH) a document to update the 2001 document and clarify the expectations of the community, with respect for the Info-Habitation. Again, no solution has been proposed.

The goal of the approach

During the CISAUH meetings, it was asked that the COPHAN provide more details on the problems experienced in the field, in order to better target the type of potential solutions. The current approach is to draw the portrait of the problems encountered in the research of housing for people living with disabilities, in order to support the establishment of a valid solution. Your massive participation in this exercise is essential for the justification of the need for such a solution and it is essential in the future implementation of a representative solution of real needs. The COPHAN is asking you to pass around this questionnaire as extensively as possible.

Questionnaire presentation

This document is divided in two sections, the questionnaire and the testimony.  Although they are equally important, you can choose to fill out only one of the two parts. The questionnaire is divided in three steps: 1- The establishment of the portrait of the habits of research of a home for people living with functional limitations; 2- Suggestions of potential solutions to which you must react; 3- socio demographic questions. The time to fill out the questionnaire is about 20 minutes.

The deadline for completing the survey is April the 5th. The answers will be compiled and presented to the SHQ in the framework of the activities of the CISAUH.


N.B. The term home is used here in a broad sense, it includes rental and homeownership.
