The NTF is comprised of a large and diverse group of national, tribal, state, territorial and local organizations, as well as individuals, committed to securing an end to violence against women. Included are civil rights organizations, labor unions, advocates for children and youth, anti‐poverty groups, immigrant and refugee rights organizations, women’s rights leaders, education groups, and others focusing on a wide range of social, economic and racial justice issues.

Dear Majority Leader Reid, Minority Leader McConnell, Speaker Boehner and Leader Pelosi:
We, the undersigned organizations, service providers, programs, and leaders in the national effort to end sexual assault, stalking, domestic and dating violence, are writing to you to ask that you immediately begin bicameral, bipartisan conversations to formulate the bill to reauthorize the Violence Against Women Act, which must be passed before Congress leaves town this fall. We know that a large majority of Members, in both chambers of Congress and on both sides of the aisle, care deeply about addressing and preventing this violence, and we know that you can work together to finalize a bill that puts victim safety first and includes important improvements to serve all victims and survivors.
Because the Senate and House bills have so much in common already, we believe reaching a final consensus is possible. But without a final version of VAWA, many new provisions that the field needs to continue its lifesaving work will be lost. These critical new provisions will protect the safety of all victims of domestic violence, dating violence, sexual assault, and stalking.
We ask that you immediately begin the process of working to finalize a bill that includes the following protections:
1.
Concurrent jurisdiction for tribal crimes -- Federal courts have limited resources to pursue all but the most serious violations on tribal lands. As a result, most domestic and dating violence that occurs on native lands go unpunished. Tribal court systems must be able to prosecute these crimes to ensure that justice is served in native communities.
2.
Protections for LGBT populations – In some communities, services remain unavailable to LGBT victims of domestic and sexual violence because of their sexual orientation or gender identity. LGBT-inclusive language would clarify that all domestic and sexual violence victims have access to VAWA’s protections.
3.
Continued access to critical protections for immigrant victims of crime – VAWA protections for immigrant victims have always received strong bipartisan support since 1994, when Congress recognized that immigration status should never be used as a tool of abuse. These protections encourage victims to seek safety and report crimes. The recent report by the Congressional Research Service confirms the lack of empirical evidence of systemic fraud, and highlights many existing anti-fraud measures. We support taking additional steps to assess and improve the effectiveness of VAWA adjudications while maintaining the priority on victim protection and public safety.
4.
Improved safety on college campuses – Victims of domestic, dating and sexual violence and stalking on campus need more transparency of information, more prevention programs, and improved assistance on college campuses, as well as Campus Safety Resource Centers to support colleges and universities with best practices and guidance to address violence on campus better.
5.
Enhanced services for victims of sexual assault – Sexual assault victims face numerous obstacles to justice. The rape kit backlog, as well as the lack of widespread forensic services for victims of sexual assault, inhibits the ability of law enforcement, prosecution, and the courts to protect and provide justice to victims, while holding offenders accountable. We need the final VAWA to include the most protective provisions for victims of this terrible crime.
6.
Preventing the rollback of services to communities of color – Victims of domestic violence, dating violence, sexual assault, and stalking should experience no boundaries in the services they seek, but unfortunately, many communities have not dedicated adequate resources to developing culturally appropriate services designed and led by communities of color. The final VAWA should enhance existing COC resources in current law and ensure that communities of color can create gateways to service that victims of color can safely access.
7.
Providing transparent and effective accountability measures – VAWA should ensure that appropriate financial reporting information and training is provided to grantees, as well as promote auditing requirements based on sound accounting and legal practices. VAWA funds should NOT be diverted from precious grant dollars to growing government bureaucracy and paperwork.
8.
Including the improvements to the current Underserved Populations program – In 2005, Congress created a program targeting victim populations who were underserved because of age, rural settings, disabilities, language barriers, mental health concerns, and other similar issues. Any final version of VAWA should include the clarifications to the purpose areas of this important program, to ensure that all victims can access services.
9.
Criminal justice provisions – Remove all criminal sentencing provisions that lack a bi-cameral consensus, and ensure that those that remain appropriately balance the needs of survivors, law enforcement, communities and service and technical assistance providers.
We urge you to meet together as soon as possible to provide these protections through a reauthorized VAWA completed before October.
